Mr. Akhannouch: The issue of the Social State is strongly present in the measures that the government will adopt

The Head of Government Mr. Aziz Akhannouch affirmed, Monday in Rabat, that the social concern of the state, as concluded by the development model report, is strongly present in the public procedures and decisions that the government will adopt throughout its mandate.
In response to a central question during the monthly policy session of the House of Representatives on the subject of the "Government's Action Plan to Promote the Building of the Social State", Mr. Akhannouch stressed that this mandate is par excellence as a "constituent mandate" to implement the major axes of the new development model, its strategic options, and its management proposals.
The Head of Government pointed out that this model needs "a new model in management", considering that laying the foundations of the social state is an option that reflects the firm political will of the government, because restoring confidence in political work passes through providing realistic and credible social options and programs that address real priorities and respond to the expectations of citizens .
According to Mr. Akhannouch, the government program included a set of commitments indicating the social dimension of the future public policies, which can be deduced through the ten commitments of the government, pointing in this regard, in particular, to the creation of one million net jobs within the next five years, the activation of comprehensive social protection, the removal of one million families from the cycle of poverty and fragility, the protection and expansion of the middle class, the provision of economic and social conditions for the emergence of a middle class in the rural world, and the universalization of primary education for the benefit of all children starting from the age of four with the establishment of permanent and effective governance for quality control; and the reduction of social and spatial disparities.
In this context, he stressed that "the foundations of trust are consolidated through the fulfillment of commitments and the effective implementation of all social programs, foremost of which is the universalization of social protection, which constitutes a community workshop that establishes the social state and enjoys special follow-up and attention to His Majesty the King ."
He added that the government has taken the initiative, since the first days of its inauguration, to quickly dare these workshops by approving on November 17, 2021, draft decrees implementing laws No. 98.15 and 99.15 of the basic compulsory sickness insurance system, and by creating a pension system for categories of professionals, independent workers and unpaid persons engaged in private activity, which, according to the head of government, will enable 3.4 million citizens and citizens of the category of non-wage earners, and those with rights associated with them, to benefit from compulsory health insurance for illness.
In addition, a ministerial committee has been established to lead the implementation of this important community project, as well as a technical committee entrusted with accelerating the implementation of these workshops, he said, noting that "within these committees, we are working continuously to enable other categories of unpaid workers, especially farmers, other artisans, transport professionals and self-employed, to benefit from compulsory basic sickness insurance as soon as possible  ."
He pointed out that the work plan for 2022 also includes a commitment to the timetable set by the Throne Speech, enabling vulnerable and poor groups currently subject to the RAMED system, to have health insurance, enabling them to access the public and private sectors, with the same basket of treatments for private sector employees.
During the years 2023 and 2024, Mr. Akhannouch added, the government will work to guarantee family allowances to all families to protect against risks associated with childhood and support schooling at an early age, and then immediately in 2025 to expand access to pension systems for all active people and universalize family allowances and compensation for loss of employment.
On this occasion, the Head of Government reviewed the axes of the health system reform strategy, and the figures and indicators contained in the 2022 Finance draft law to build the foundations of the social state, especially in the education and health sectors.
