Government Council Meeting of Thursday, July 11, 2024

The Government Council met on Thursday, 05 Moharram 1446, corresponding to July 11, 2024, under the chairmanship of Mr. Aziz Akhannouch. The meeting was devoted to discussing several draft legal texts and proposals for appointment to senior positions, in accordance with Article 92 of the Constitution.

  • At the beginning of this meeting, the Government Council examined and adopted three draft decrees related to the health sector, presented by the Minister of Health and Social Protection, Khalid Ait Taleb. These are: 
    • Draft decree No. 2.23.1054 implementing certain provisions of Law No. 08.22 on the creation of territorial health groups.
    • Draft decree No. 2.23.1055, implementing the provisions of Law No. 10.22 on the creation of the Moroccan Agency for Medicines and Health Products. This decree places the agency under the supervision of the governmental authority in charge of health, thus aligning its mission with the objectives of reforming the national health system.
    • Draft decree No. 2.23.1056, concerning the implementation of certain provisions of Law No. 11.22 on the creation of the Moroccan Agency for Blood and its Derivatives. This decree, also placed under the supervision of the governmental authority in charge of health, defines the state assets made available to the agency, thus ensuring the continuity and efficiency of blood transfusion services.
  • Subsequently, the Government Council examined and adopted draft decree No. 2.24.676 amending decree No. 2.06.620, promulgated on 24 Rabia I 1428 (April 13, 2007), relating to the special status of nurses of the Ministry of Health and draft decree No. 2.24.677 amending decree No. 2.17.535, promulgated on 7 Muharram 1439 (September 28, 2017), relating to the special status of the inter-ministerial corps of nurses and health technicians, presented by the Minister Delegate in charge of Digital Transition and Administrative Reform, Ghita Mezzour.
  • The Government Council continued its work by examining and adopting draft decree No. 2.24.603 amending decree No. 2.21.437 of 4 Jumada I 1443 (December 9, 2021) implementing Law No. 50.17 on the exercise of craft activities, presented by the Minister of Tourism, Handicrafts and Social and Solidarity Economy, Fatima Zahra Ammor.
     

The Council concluded its work by approving proposals for appointment to senior positions, in accordance with the provisions of Article 92 of the Constitution. The following appointments were made:

  • At the level of the Ministry of Higher Education, Scientific Research and Innovation:
    • Said Zouhir was appointed Dean of the Faculty of Medicine and Pharmacy in Marrakech;
    • Tayeb El Ouazzani was appointed Dean of the Faculty of Letters and Human Sciences in Tetouan;
  • At the level of the Ministry Delegate in charge of Investment, Convergence and Evaluation of Public Policies:
    • Ghita El Mahfoudi was appointed Director of Business Climate;
    • Yassine Laasri was appointed Director of Public Policy Convergence;
  • At the level of the Ministry of National Territory Planning, Urban Planning, Housing and City Policy:
    • Najat El Kahlani was appointed Director of the Urban Agency of Berrechid-Benslimane;
  • At the level of the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests:
    • Abelali Aziz was appointed Chairman of the Board of Directors of the National Seed Marketing Company (SONACOS);
    • Mohamed Sebki was appointed Director of the National Interprofessional Office for Cereals and Legumes (ONICL).
