Meeting of the Government Council on Thursday, July 3, 2025

The Government Council met on Thursday, 7 Muharram 1447, corresponding to July 19, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to the examination of several draft legal texts and the acknowledgment of an international agreement, in accordance with Article 92 of the Constitution.
- The Government Council first examined and adopted Draft Law No. 26.25 concerning the reorganization of the National Press Council, presented by the Minister of Youth, Culture, and Communication, Mr. Mohamed Mehdi Bensaid.
- It then examined and adopted Draft Law No. 27.25 amending and supplementing Law No. 89.13 on the Status of Professional Journalists, also presented by Mr. Mohamed Mehdi Bensaid.
- Subsequently, the Government Council examined and adopted Draft Decree No. 2.25.450 setting the maximum amount of microcredits and the funding caps for microfinance institutions, presented by the Minister of Economy and Finance, Ms. Nadia Fettah.
The Government Council continued its proceedings by acknowledging a host country agreement between Morocco and the African Union Development Agency (AUDA-NEPAD). Signed on January 16, 2025, in Rabat, this agreement aims to establish a national office of the said agency within the Kingdom. The Council also approved Draft Law No. 32.25 endorsing this agreement, presented by the Minister Delegate to the Head of Government in charge of relations with Parliament and Government Spokesperson, Mr. Mustapha Baitas, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccans Living Abroad, Mr. Nasser Bourita.
The Government Council meeting concluded with the examination and adoption of proposals for high-level appointments, in accordance with the provisions of Article 92 of the Constitution.
- Within the Ministry of National Land Planning, Urban Planning, Housing, and Urban Policy:
- Mr. Toufik Ait El Fqih was appointed Director of Strategy, Financing, and Evaluation.
- Within the Ministry of Higher Education, Scientific Research, and Innovation:
- Mr. Moulay Essadek Kadiri was appointed Director of the National School of Applied Sciences of Khouribga.
- Mr. Ali Essehlawi was appointed Director of the Higher School of Technology of Khénifra.
- Within the Ministry of Justice:
- Ms. Naila Hadidou was appointed Director of Modernization and Information Systems.
- Within the Ministry of Economic Inclusion, Small Business, Employment, and Skills:
- Ms. Naima Essabri was appointed Director of Planning and Evaluation.
- Within the Ministry of Tourism, Handicrafts, and Social and Solidarity Economy – Handicrafts sector:
- Ms. Hasna Zarrouk was appointed Director of Vocational and Continuing Training for Artisans.
- Ms. Hasna Zarrouk was appointed Director of Vocational and Continuing Training for Artisans.
