Meeting of the Government Council – Thursday, September 11, 2025

The Government Council met on Thursday, 18 Rabii Al-Awwal 1447, corresponding to September 11, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was devoted to the examination of several draft legal texts, the review of an international agreement, as well as deliberations on proposals for appointments to senior positions, in accordance with the provisions of Article 92 of the Constitution.

  • At the start of its proceedings, the Government Council examined and adopted draft decree no. 2.23.589 concerning certain spraying equipment for plant protection products, presented by the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, Mr. Ahmed El Bouari.
  • The Council then examined and adopted draft decree no. 2.25.432 amending and supplementing decree no. 2.14.782 of 30 Rajab 1436 (May 19, 2015) relating to the organization and operating procedures of the Environmental Police, presented by the Minister of Energy Transition and Sustainable Development, Mrs. Leila Benali.
  • Subsequently, the Council examined and adopted draft decree no. 2.25.541 reorganizing the Interministerial Delegation for Human Rights, presented by the Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, Mrs. Amal El Fallah.

The Government Council continued its work with the examination of a military cooperation agreement between the governments of the Kingdom of Morocco and the Republic of Cameroon, signed on March 18, 2025, in Rabat, as well as draft law no. 31.25 approving the said agreement, presented by the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, Mr. Ahmed El Bouari, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Mr. Nasser Bourita.

The meeting concluded with the examination and adoption of proposals for appointments to senior positions, in accordance with the provisions of Article 92 of the Constitution.

  • At the Ministry of Health and Social Protection:
    • Mr. Ahmed Dibane was appointed Director of the Higher Institute of Nursing and Health Techniques in Casablanca.
  • At the Ministry of National Territory Planning, Urban Planning, Housing, and City Policy:
    • Mrs. Nadia Dref was appointed Director of Cooperation, Partnership, and Communication;
    • Mr. Abdellah Hachimi Alaoui was appointed Director of the Urban Agency of Meknes.
