Meeting of the Government Council of Friday, January 23, 2026

The Government Council met on Friday, 03 Chaâbane 1447, corresponding to January 23, 2026, under the chairmanship of Mr. Aziz Akhannouch, Head of Government. This meeting was devoted to the examination of several draft legal texts, taking note of an international agreement, and deliberating on proposals for appointments to high-level positions, in accordance with Article 92 of the Constitution.

  • At the beginning of its proceedings, the Government Council examined and adopted Draft Law No. 38.25 providing for the dissolution and liquidation of the National Agency for Medicinal and Aromatic Plants, presented by the Minister of Higher Education, Scientific Research and Innovation.
  • Subsequently, the Council examined and adopted Draft Decree No. 2.25.1105 establishing remuneration for services provided by the Legal Information Dissemination Center under the Ministry of Justice, presented by the Minister Delegate in charge of Relations with Parliament, Government Spokesperson, on behalf of the Minister of Justice.
  • Thereafter, the Council examined and adopted Draft Decree No. 2.25.1116 amending and supplementing Decree No. 2.07.155 of 5 Rajab 1429 (July 9, 2008), establishing a bonus for teachers of traditional education and a scholarship for pupils and students of said education, presented by the Minister of Endowments and Islamic Affairs.
     

The Government Council continued its work by taking note of an agreement between the Governments of the Kingdom of Morocco and the Republic of Liberia in the field of military cooperation, signed in Rabat on October 21, 2025, as well as Draft Law No. 065.25 approving said agreement, presented by the Minister Delegate to the Head of Government in charge of National Defense Administration, on behalf of the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates.

The Government Council concluded its work by examining and approving proposals for appointments to senior positions, in accordance with the provisions of Article 92 of the Constitution:

  • At the level of the General Delegation for Prison Administration and Reintegration:
    • Toufik Abtal was appointed Director of Health Services.
  • At the level of the Ministry of Equipment and Water:
    • Siham Sebaï was appointed Director of Forecasting and Meteorological Research at the Directorate General of Meteorology.
  • At the level of the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests:
    • Saïd Amri was appointed Director of the National School of Agriculture of Meknes.
  • At the level of the Ministry of Higher Education, Scientific Research and Innovation:
    • Mohamed Ebn Touhami was appointed President of Ibn Tofail University in Kenitra.
