Meeting of the Government Council – Wednesday, 11 February 2026

The Government Council met on Wednesday, 22 Chaâbane 1447, corresponding to 11 February 2026, under the chairmanship of Mr. Aziz Akhannouch, Head of Government. The meeting was devoted to the examination of several draft legal texts, the review of an international agreement, and deliberation on proposals for appointment to senior positions, in accordance with Article 92 of the Constitution.

  • At the outset of its proceedings, the Government Council examined and adopted Draft Law No. 57.25 amending and supplementing the provisions of Law No. 80.00 relating to the National Center for Scientific and Technical Research (CNRST), presented by the Minister of Higher Education, Scientific Research and Innovation.
  • Subsequently, the Government Council examined and adopted the Settlement Bill No. 04.26 relating to the execution of the Finance Law for the 2024 fiscal year, presented by the Minister of Economy and Finance.
  • The Government Council then continued its work by examining and adopting Draft Decree No. 2.26.45 amending Decree No. 2.99.674 of 4 Chaabane 1421 (1 November 2000), which sets the fees for services provided by the “Department of Continuing Education” under the Ministry of Equipment and Water, presented by the Minister of Equipment and Water.
     

The Government Council also took note of the agreement between the Government of Morocco and the African Network of Cybersecurity Authorities concerning the establishment of a Regional Cyber Incident Response Support and Coordination Center in Morocco, signed on 14 April 2025 in Marrakech, as well as Draft Law No. 01.26 approving said agreement. This item was presented by the Minister Delegate in charge of Digital Transition and Administrative Reform, on behalf of the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates.

The Government Council concluded its work by deliberating on and approving proposals for appointment to senior positions, in accordance with Article 92 of the Constitution.
 

  • At the level of the Ministry of National Education, Preschool Education and Sports:
    • Mr. Houssine Kodad was appointed Secretary-General.
    • Ms. Aida Bougnine was appointed Director of the Regional Academy of Education and Training of Dakhla-Oued Eddahab.
    • Ms. Houda Nassik was appointed Director of Secondary Education Programs.
  • At the level of the Ministry of Higher Education, Scientific Research and Innovation:
    • Mr. Essaid El Meskini was appointed Dean of the Faculty of Legal, Economic and Social Sciences of El Jadida.
    • Mr. Mohamed Sahabi was appointed Dean of the Multidisciplinary Faculty of Sidi Bennour
  • At the level of the Ministry of Transport and Logistics:
    • Mr. Anas Eloualia was appointed Director of the Merchant Marine.
  • At the level of the Ministry of Investment, Convergence and Evaluation of Public Policies:
    • Mr. Nourddine Abdelmouktadir was appointed Director of Information Systems and Digital Affairs.
