Meeting of the Government Council – Thursday, May 22, 2025

The Government Council met on Thursday, 24 Dhu al-Qi‘dah 1446, corresponding to May 22, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to the presentation of a sectoral briefing, the examination of several draft legal texts, the review of international agreements, and the deliberation on proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • The Government Council first examined and adopted Draft Decree No. 2.25.398 on the creation of new administrative districts and a caïdat (local administrative division), presented by the Minister of the Interior, Abdelouafi Laftit.
  • Next, the Council examined and adopted Draft Decree No. 2.25.386 establishing the modalities for implementing alternative penalties, presented by the Minister of Justice, Abdellatif Ouahbi.
  • As for Draft Decree No. 2.23.152 implementing Article 13 of Framework Law No. 97.13 concerning the protection and promotion of the rights of persons with disabilities, its examination was postponed to a future government meeting.

The Government Council was informed of two international agreements and the related draft laws, presented by the Minister of Justice, Abdellatif Ouahbi, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Nasser Bourita. These are:

  • The agreement on the transfer of sentenced persons between the Government of the Kingdom of Morocco and the Government of the Kingdom of Saudi Arabia, signed on November 13, 2024, in Riyadh, along with Draft Law No. 10.25 approving said agreement;
  • The agreement on mutual legal assistance in criminal matters between the Government of the Kingdom of Morocco and the Government of the Kingdom of Saudi Arabia, also signed on November 13, 2024, in Riyadh, along with Draft Law No. 13.25 approving said agreement.

The Government Council meeting concluded with the review and adoption of proposals for senior-level appointments, in accordance with Article 92 of the Constitution.

  • At the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests:
    • Abdelaziz El Hraiki, Director of the Hassan II Agronomic and Veterinary Institute.
  • At the Ministry of Industry and Trade:
    • Fouad Machrouh, Director of the Rabat Higher Institute of Commerce and Business Administration.
  • At the Ministry of Higher Education, Scientific Research and Innovation:
    • Ahmed Maghni, Director of the National School of Business and Management in Tangier.
    • Naoual El Hannaoui, Director of Strategies and Information Systems.
