Meeting of the Government Council – Thursday, May 29, 2025
The Government Council met on Thursday, 1 Dou al-Hijja 1446, corresponding to May 29, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to reviewing several draft legal texts, taking note of international agreement, and deliberating on proposed appointments to senior positions, in accordance with Article 92 of the Constitution.
- To begin with, the Government Council reviewed and adopted Draft Law No. 52.23 relating to sworn translators, presented by the Minister of Justice, Mr. Abdellatif Ouahbi.
- Subsequently, the Council reviewed and adopted Draft Decree No. 2.23.152 implementing Article 13 of Framework Law No. 97.13 on the protection and promotion of the rights of persons with disabilities (new version), presented by the Minister of National Education, Preschool and Sports, Mr. Mohamed Saâd Berrada.
- Then, the Government Council reviewed and adopted Draft Decree No. 2.25.270 concerning the quality and health safety of commercially marketed vinegar, presented by the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, Mr. Ahmed El Bouari.
- It also reviewed and adopted Draft Decree No. 2.25.365 implementing the provisions of Law No. 18.23 relating to the film industry and the reorganization of the Moroccan Cinematographic Center (CCM), presented by the Minister of Youth, Culture and Communication, Mr. Mohamed Mehdi Bensaid.
The Government Council continued its proceedings by taking note of a military cooperation agreement in the field of defense between the governments of Morocco and Azerbaijan, signed in Marrakech on October 30, 2024. Draft Law No. 11.25 approving said agreement was also presented by the Minister of Foreign Affairs, African Cooperation and Moroccans Living Abroad, Mr. Nasser Bourita.
The meeting of the Government Council concluded with the review and adoption of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

- Abdelkrim Kenfaoui, Director of the Regional Office for Agricultural Development of Loukkos.
- At the Ministry of Industry and Trade:
- Abdelilah Boutaybi, Director of Domestic Trade and Distribution.
- At the Ministry of Higher Education, Scientific Research, and Innovation:
- Mimoun Benali, Director of the Institute of Sports Sciences in Fez.
- At the Ministry Delegate in charge of Investment, Convergence and the Evaluation of Public Policies:
- Adil Azmi, Director of the Regional Investment Center (CRI) of Béni Mellal-Khénifra.
