Meeting of the Government Council – Thursday, June 19, 2025

The Government Council met on Thursday, 22 Dhu al-Hijjah 1446, corresponding to June 19, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This session was dedicated to the examination of several draft legal texts, as well as the acknowledgment of an international agreement, in accordance with Article 92 of the Constitution.

  • The Council first examined and adopted draft law No. 29.24 establishing the National Agency for Child Protection, along with child protection centers and social care institutions dedicated to children, taking into account the observations made. This draft was presented by the Minister of Justice, Mr. Abdellatif Ouahbi.
  • It then examined and adopted draft decree No. 2.24.393 amending and supplementing decree No. 2.10.421 of 20 Shawwal 1431 (September 29, 2010), enacted to implement the provisions of Law No. 52.05 on the Highway Code, with regard to vehicles, incorporating the raised observations. This was presented by the Minister of Transport and Logistics, Mr. Abdessamad Kayouh.
  • The Council subsequently examined and adopted draft decree No. 2.25.438 establishing and organizing the National Higher Institute of Music and Choreographic Arts (INSMAC), presented by the Minister of Youth, Culture, and Communication, Mr. Mohamed Mehdi Bensaid.
  • It also adopted draft decree No. 2.25.514 supplementing decree No. 2.07.995 of 23 Shawwal 1429 (October 23, 2008), relating to the powers and organization of the Ministry of Economy and Finance, presented by the Minister of Economy and Finance, Ms. Nadia Fettah.

The Council concluded its work by acknowledging an agreement on air services between the Government of the Kingdom of Morocco and the Government of the Republic of Côte d’Ivoire, signed on January 17, 2025, in Laâyoune, as well as draft law No. 12.25 approving the said agreement. These were presented by the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Mr. Nasser Bourita.
