Meeting of the Government Council – Thursday, July 17, 2025
The Government Council met on Thursday, 21 Mouharram 1447, corresponding to July 17, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was devoted to the presentation of a sectoral briefing, the examination of several draft legal texts, the review of an international agreement, and deliberation on proposals for high-level appointments in accordance with Article 92 of the Constitution.
At the start of the meeting, the Government Council followed a presentation on the data and measures related to the “Marhaba 2025” transit operation, delivered by the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Mr. Nasser Bourita.
In this context, the Minister’s presentation highlighted that all material, human, logistical, and organizational resources have been mobilized for the success of the “Marhaba” operation, based on a participatory approach involving all relevant stakeholders — including government departments, public bodies, security services, and local authorities — alongside the Mohammed V Foundation for Solidarity, in order to implement the High Instructions of His Majesty King Mohammed VI aimed at facilitating the return of Moroccan expatriates (MREs) to their homeland under the best conditions.
Regarding the number of arrivals among the Moroccan expatriate community, the Minister stated that, as of July 10, 2025, a total of 1,520,951 MREs had returned to Morocco — an increase of 13.30% compared to the same period last year. Similarly, 151,411 vehicles were recorded, marking an increase of 3.56% over the same period in 2024.
The Minister also emphasized the commitment of the various actors involved to ensure the success of the “Marhaba 2025” operation and its smooth execution under optimal conditions.
The Government Council then reviewed and adopted three draft laws related to the justice sector, presented by the Minister of Justice, Mr. Abdellatif Ouahbi. These include:
- Draft Law No. 25.25 amending and supplementing Law No. 39.09 of 16 Ramadan 1432 (August 17, 2011) on the creation and organization of the Mohammedia Foundation for Social Works of Magistrates and Justice Officials;
