Meeting of the Government Council on Sunday, October 19, 2025
A meeting of the Government Council, held under the chairmanship of the Head of Government, Aziz Akhannouch, was dedicated to the presentation of a report on the general guidelines of the Draft Finance Law (PLF) for the year 2026, several draft organic laws and draft decrees, as well as the examination and approval of a draft law in anticipation of submitting these texts to the Council of Ministers.
At the beginning of the meeting, the Government Council heard a presentation on the preparatory measures related to the elaboration of the Draft Finance Law for the 2026 fiscal year, presented by the Minister of Economy and Finance, Nadia Fettah.
- Subsequently, the Council was briefed on several draft organic laws, presented by the Minister of the Interior, Abdelouafi Laftit. These texts include:
- Draft Organic Law N° 53.25 amending and supplementing Organic Law N° 27.11 relating to the House of Representatives;
- Draft Organic Law N° 54.25 amending and supplementing Organic Law N° 29.11 relating to political parties.
- The Government Council then approved Draft Law N° 55.25 amending and supplementing Law N° 57.11 relating to general electoral lists, referendum operations, and the use of public audiovisual means during electoral and referendum campaigns, also presented by the Minister of the Interior, Abdelouafi Laftit.
- The Government Council continued its work by taking note of two draft organic laws, presented by the Minister of Justice, Mr. Abdellatif Ouahbi. These are:
- Draft Organic Law N° 35.24 establishing the conditions and procedures for the exception of unconstitutionality of a law (new version);
- Draft Organic Law N° 36.24 amending and supplementing Organic Law 066.13 relating to the Constitutional Court (new version)
- The Government Council concluded its work by taking note of two draft decrees, presented by the Minister Delegate to the Head of Government, in charge of the National Defense Administration, Abdeltif Loudyi. These are:
- Draft Decree N° 2.25.841 setting the special status of civil servants of the Directorate General of Information Systems Security at the National Defense Administration;
- Draft Decree N° 2.25.842 amending and supplementing Decree N° 2.95.30 of February 26, 1999, relating to the organization and management of the Royal School of Military Health Service.
