Meeting of the Government Council on Thursday, October 23, 2025

The Government Council met on Thursday, 30 Rabie II 1447, corresponding to October 23, 2025, under the chairmanship of Mr. Aziz Akhannouch. The meeting was dedicated to the deliberation on several draft legal texts and proposals for appointment to high-level positions, in accordance with Article 92 of the Constitution.

  • To begin, the Government Council examined and adopted Draft Decree N° 2.23.715 amending Decree N° 2.08.358 of 5 Rajab 1429 (July 9, 2008) setting the amount of family allowances granted by the National Social Security Fund (CNSS), presented by the Minister of Economy and Finance, Nadia Fettah.
  • Next, the Government Council examined and adopted Draft Decree N° 2.25.394 relating to the quality and health safety of vegetable fats and oils intended for consumption and placed on the market, presented by the Minister of Agriculture, Maritime Fisheries, Rural Development, Water, and Forests, Ahmed El Bouari.
  • The Government Council continued its work by examining and adopting Draft Decree N° 2.25.100 setting the conditions and procedures for the realization and operation of self-production facilities for electrical energy, presented by the Minister of Energy Transition and Sustainable Development, Leila Benali.
  • Regarding Draft Decree N° 2.25.01 setting the conditions for revising the ceiling for the production capacity surplus of self-production facilities for electrical energy, its examination was postponed to a later government meeting.
     

The Government Council concluded its work by the deliberation and approval of proposals for appointments to high-level positions, in accordance with Article 92 of the Constitution.
 

  • At the Ministry of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad, the following were appointed:
    • Mr. Zouhair Skalli, Director of Financial and General Affairs;
    • Mr. Mohamed Amine Belhaj, Director of Economic Diplomacy.
  • At the Ministry of Health and Social Protection, the following was appointed:
    • Mr. Ahmed Bouhjar, Director of the Higher Institute of Nursing Professions and Health Techniques in Dakhla.
  • At the Ministry of National Education, Preschool, and Sports, the following were appointed:
    • Mr. Chahid Lakbidi, Director of the National Center for the Quality Label of Education and Teaching Establishments;
    • Ms. Ilham Benrhannou, Director of Prospective Studies, Statistics, and Planning;
    • Ms. Ikram Bouayad, Director of Preschool Education Organization.
  • At the Ministry of Solidarity, Social Integration, and Family, the following was appointed:
    • Mr. Mohamed Noufel Amer, Director for the Promotion of the Rights of Persons with Disabilities.
  • At the Ministry Delegate in charge of Investment, Convergence, and Evaluation of Public Policies, the following was appointed:
    • Mr. Adel Bourzama, Inspector General.
  • At the Ministry of Transport and Logistics, the following was appointed:
    • Mr. Zein El Abidine Abrital, Secretary General.
  • At the Ministry of Energy Transition and Sustainable Development - Sustainable Development Sector, the following was appointed:
    • Mr. Mohamed Beroui, Director of Environmental Assessment, Control, and Legal Affairs.
  • At the Ministry of Agriculture, Maritime Fisheries, Rural Development, Water, and Forests, the following was appointed:
    • Ms. Ghita El Ghorfi, Director General of the Autonomous Establishment for Control and Coordination of Exports.
