Government Council Meeting of Thursday, November 30, 2025

The Government Council convened on Thursday, 21 Joumada Al Oula 1447, corresponding to November 13, 2025, under the chairmanship of Mr. Aziz Akhannouch. The meeting was dedicated to the examination of several draft legal texts, the consultation of an international convention, and the deliberation on proposals for appointments to high-level positions, in accordance with Article 92 of the Constitution.

  • Initially, the Government Council examined and adopted Draft Decree No. 2.22.1020 setting the list of documents related to transfer pricing and the procedures for their presentation to the tax administration, presented by the Minister of Economy and Finance, Nadia Fettah.
  • Subsequently, the Government Council examined and adopted Draft Decree No. 2.25.687 establishing the specific status for the personnel of the Competition Council, presented by the Minister Delegate in charge of Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni.
  • The Government Council then examined and adopted Draft Decree No. 2.25.530 amending and supplementing Decree No. 2.21.186, concerning the organization of holiday centers under the government authority in charge of Youth.
     

The Government Council continued its work by taking note of the Protocol Amending the Marrakesh Agreement Establishing the World Trade Organization (WTO), Agreement on Fisheries Subsidies, adopted on June 17, 2022, in Geneva, as well as Draft Law No. 52.25 approving the said Protocol, presented by the Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad, Nasser Bourita.

The meeting concluded with the examination and adoption of proposals for appointments to high-level positions, in accordance with the provisions of Article 92 of the Constitution.
 

  • At the Ministry of Equipment and Water:
    • Mr. Ithar Khair-Allah was appointed Director of the Oum Er-Rbia Hydraulic Basin Agency.
  • Regarding the Ministry of National Education, Preschool, and Sports:
    • Ms. Fadoua Bouamzgane was appointed Director of Communication, Cooperation, Partnership, and Promotion of Private School Education.
    • Mr. Abdeljebbar Karimi was appointed Director of the Regional Center for Education and Training Trades (CRMEF) of Marrakech-Safi.
    • Mr. Abdeljalil Chaouki was appointed Director of the Regional Center for Education and Training Trades (CRMEF) of Souss-Massa.
  • Concerning the Ministry of Economic Inclusion, Small Business, Employment, and Skills:
    • Mr. Abdellah Achouikh was appointed Director of the National Agency for the Promotion of Employment and Skills.
  • At the Ministry of Higher Education, Scientific Research, and Innovation:
    • Mr. Redouane Beninni was appointed Dean of the Faculty of Sciences of Rabat.
    • Mr. Abdellatif Kidai was appointed Dean of the Faculty of Education Sciences of Rabat.
  • At the Ministry of Investment, Convergence, and Evaluation of Public Policies:
    • Ms. Sofia Bouziyane as Director of the Regional Investment Center of Drâa-Tafilalet.
    • Mr. Mahfoud Moussaid as Director of the Regional Investment Center of Marrakech-Safi.
  • Regarding the Ministry of Energy Transition and Sustainable Development -Sustainable Development Department-:
    • Mr. Bouzekri Razi was appointed Director of Climate and Biodiversity.
