Government Council Meeting of Thursday, November 27, 2025

• At the beginning of the proceedings, the Government Council examined and adopted Draft Law No. 58.25 relating to Civil Procedure, presented by the Minister of Justice.
• Subsequently, the Government Council examined and adopted Draft Decree No. 2.25.761 amending and supplementing Decree No. 2.11.89 issued on 15 Shawwal 1432 (September 14, 2011) regarding the reorganization of the Higher Institute of Information and Communication (ISIC). This project was presented by the Secretary of State to the Minister of Economic Inclusion, Small Business, Employment and Skills, in charge of Employment, on behalf of the Minister of Youth, Culture, and Communication.
• The Government Council then examined and adopted Draft Decree No. 2.25.861 enacting various measures relating to the statu-tory status of magistrates of financial courts, presented by the Minister Delegate to the Minister of Economy and Finance, in charge of the Budget.
   

The Government Council continued its work by reviewing the military cooperation agreement between the Government of the Kingdom of Morocco and the Government of the Republic of Rwanda, signed in Rabat on June 18, 2025, as well as Draft Law No. 046.25 approving said agreement. These texts were presented by the Minister Delegate to the Head of Government, in charge of the National Defence Administration, on behalf of the Minister of Foreign Affairs, African Cooperation and Moroccans Living Abroad.

The Government Council concluded its proceedings by examining and approving proposals for appointment to senior positions, in accordance with Article 92 of the Constitution.

• At the level of the Ministry of Health and Social Protection, the following appointment was made:
  •  Mr. Mohamed Hajjaoui, Director of the Higher Institute of Nursing Professions and Health Techniques (ISPITS) of Errachidia.
• At the level of the Ministry of Higher Education, Scientific Research and Innovation, the following appointments were made:
  • Mr. El Hassan El Mouden, Dean of the Semlalia Faculty of Sciences in Marrakech;
  • Mr. Zakaria Boudhim, Dean of the Faculty of Arts and Humanities in Rabat;
  • Mr. Adil El Hafidi El Alaoui, Director of the Higher School of Technology (EST) of Tetouan;
  • Mr. Khalid Berrouzi, Director of the Higher Normal School (ENS) of Rabat.
• At the level of the Ministry of Youth, Culture and Communication – Communication Department, the following appointment was made:
  • Ms. Nisrine Souissi, Director of the Development of the Electronic Gaming Industry and Information Systems.
