Government Council Meeting - Tuesday, January 8, 2025

The Government Council met on Tuesday, Rajab 18, 1447, corresponding to January 8, 2025, under the chairmanship of Mr. Aziz Akhannouch, Head of Government. This meeting was dedicated to the examination of several draft legal texts, the review of an international convention, and deliberations on appointment proposals for high-ranking positions, in accordance with Article 92 of the Constitution.

  • At the beginning of its proceedings, the Government Council examined and adopted Draft Law No. 66.23 relating to the organization of the legal profession, taking into account a set of observations raised, presented by the Minister of Justice.
  • Subsequently, the Council examined and adopted Draft Decree No. 2.25.1109 regarding the creation and organization of the Moroccan Academy of Aviation Professions, presented by the Minister of Economic Inclusion, Small Business, Employment, and Skills.
  • Then, the Council examined and adopted Draft Decree No. 2.25.632 establishing fees for services provided by the Ministry of Tourism, Handicrafts, and Social and Solidarity Economy — Tourism Department (hotel and tourism training establishments), presented by the Minister of Tourism, Handicrafts, and Social and Solidarity Economy.
     

The Government Council continued its proceedings by reviewing an agreement between the Government of the Kingdom of Morocco and the Government of Ukraine regarding international road transport, signed in Istanbul on June 28, 2025, as well as Draft Law No. 64.25 approving said agreement, presented by the Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad.

The Government Council concluded its proceedings by examining and approving proposals for appointments to high-ranking positions, in accordance with Article 92 of the Constitution:

  • At the Ministry of National Territory Planning, Land Urbanism, Housing, and City Policy:
    • Ms. Khadija Sakam was appointed Director of the Urban Agency of Khémisset.
  • Regarding Higher Education, Scientific Research, and Innovation:
    • Mr. Bouchta El Moumni was appointed President of Abdelmalek Essaâdi University in Tetouan;
    • Mr. Bouchaib Benchergui was appointed Director of the Higher Institute of Sports Sciences in Settat;
    • Mr. Khalid Rizk was designated Dean of the Faculty of Languages, Arts, and Humanities in Settat.
  • At the Ministry of Equipment and Water:
    • Mr. Salaheddine Eddahbi was appointed Director General of Water Engineering;
    • Mr. Lahcen Maazizi as Director of Human Resources;
    • Mr. Rachid Meddah as Director of Hydraulic Equipment.
  • Finally, at the Ministry of Economic Inclusion, Small Business, Employment, and Skills:
    • Ms. Ouafae Assri was appointed Secretary General of the Vocational Training Department.
