Meeting of the Government Council of Thursday, February 26, 2026

The Government Council met on Thursday, 8 Ramadan 1447, corresponding to February 26, 2026, under the chairmanship of Mr. Aziz Akhannouch, Head of Government. The meeting was devoted to the examination of several draft legal texts, the review of an international agreement, and deliberation on proposals for appointments to high-level positions, in accordance with Article 92 of the Constitution.

  • At the beginning of its proceedings, the Government Council examined and adopted draft law No. 68.25 amending and supplementing Law No. 80.12 relating to the National Agency for Evaluation and Quality Assurance of Higher Education and Scientific Research (ANEAQ), presented by the Minister of Higher Education, Scientific Research and Innovation.
  • Subsequently, the Government Council examined and adopted draft decree No. 2.20.471 concerning school and vocational guidance and university counseling, presented by the Minister of National Education, Preschool and Sports.
  • The Council then examined and adopted draft decree No. 2.25.1080 amending and supplementing Decree No. 2.09.481 of 4 Moharrem 1431 (December 21, 2009), issued for the implementation of Law No. 17-95 relating to joint-stock companies, presented by the Minister of Industry and Trade, Ryad Mezzour.
     

The Government Council continued its proceedings by reviewing, on Thursday, the agreement concluded on October 5, 2025, between the Moroccan and Jordanian governments concerning the transfer of persons sentenced to custodial penalties, as well as the draft law approving the said agreement, presented by the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates.

The Government Council concluded its proceedings by deliberating and approving proposals for appointments to high-level positions, in accordance with Article 92 of the Constitution.

  • At the level of the High Commission for Planning:
    • Mr. Othmane Kettani was appointed Director of the National Institute of Statistics and Applied Economics (INSEA).
  • At the level of the Ministry of Higher Education, Scientific Research and Innovation:
    • Mr. El Mustapha El Yabouri was appointed Inspector General.
  • At the level of the Ministry of Youth, Culture and Communication – Department of Communication:
    • Mr. Abdessamad Moutia was appointed Director of the Higher Institute of Audiovisual and Cinema Professions (ISMAC).
  • At the level of the Ministry of National Education, Preschool and Sports:
    • Ms. Kenza Abourmane was appointed Director of School Life, Extracurricular Activities, and School and Vocational Guidance.
