Meeting of the Government Council – Thursday, March 12, 2026
The Government Council convened on Thursday, 22 Ramadan 1447, corresponding to March 12, 2026, under the chairmanship of Mr. Aziz Akhannouch, Head of Government. The meeting was devoted to the examination of several draft legal texts, the review of an international convention, and the deliberation on proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
At the opening of the Government Council, the Head of Government, Aziz Akhannouch, highlighted the positive developments recorded by the national economy, despite an international environment marked by accelerating economic fluctuations, driven by persistent uncertainties on international markets and a succession of geopolitical crises.
The Head of Government noted that the Moroccan experience stands out, in this challenging context, by its ability to turn challenges into genuine opportunities for reform, thanks to the Kingdom's clear strategic vision, guided by the High Royal Directives, and to government choices that have placed economic takeoff as an essential lever for strengthening the foundations of the social State.
The Head of Government illustrated this process through the positive assessments issued by a number of international rating agencies, the most recent being that of Moody's, which announced the revision of Morocco's sovereign rating outlook from "stable" to "positive", based on improved growth prospects, a strengthened investment dynamic, and the continuation of structural reforms aimed at diversifying the national economy and improving budgetary performance.
The Head of Government noted that these performances are confirmed by the economic indicators for end-2025, particularly the containment of inflation at 0.8%, the reduction of the budget deficit to 3.5%, the decrease in Treasury debt to 67.2%, and the achievement of a foreign direct investment volume of 56 billion dirhams, "a first in the history of our country."
These positive indicators contributed to achieving economic growth of 4.8% in 2025, the Head of Government continued, underscoring the ability of the national economy to demonstrate resilience in the face of crises.
Regarding the year 2026, the Head of Government indicated that forecasts point to a continuation of the national economic recovery for the fifth consecutive year, supported by improved performance in non-agricultural sectors and exceptional growth in the agricultural sector, which is expected to record a rate of around 15% this year.
The Head of Government noted that, despite the flooding recorded in parts of the North and the Gharb region and its impact on certain harvests, the rainfall, which affected all regions of the Kingdom, will contribute to improving productivity across production chains, whether cereals, staple crops, or livestock, thus opening promising prospects for strengthening the agricultural sector's contribution to economic growth and consolidating its role as an essential pillar of food security.
The Head of Government concluded that these positive indicators reinforce investor confidence in the national economy, which provides additional motivation for the government to continue its efforts to consolidate these achievements and accelerate the pace of economic and social reforms, while strengthening Morocco's capacity to withstand external fluctuations and crises that could impact its economy.
The Government Council then followed a presentation on the impact of rainfall on the performance of the 2025/2026 agricultural season, delivered by the Minister of Agriculture, Maritime Fisheries, Rural Development, Water and Forests.
The presentation addressed the various indicators related to recent rainfall. The national average rainfall during the period from September 1, 2025 to March 11, 2026 reached approximately 462 mm, representing an increase of 56% compared to the thirty-year average, and 134% compared to the previous season. These precipitations covered the majority of agricultural regions, with significant quantities recorded particularly in the North, Saïss, Gharb, Chaouia, and Doukkala regions.
In this context, the Minister indicated that most current indicators point to a good agricultural season, with the agricultural sector returning to the value-added levels recorded at the end of the Green Morocco Plan.
- The Government Council examined and adopted draft decree No. 2.25.1062 implementing Law No. 03.25 relating to Undertakings for Collective Investment in Transferable Securities (UCITS), presented by the Minister of Economy and Finance.
- The Government Council also examined and adopted draft decree No. 2.23.968 relating to fishing in inland waters, presented by the Minister of Agriculture, Maritime Fisheries, Rural Development, Water and Forests.

Both texts were presented by the Minister of Justice, on behalf of the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates.
