Government Council Meeting – Thursday, 26 March 2026

The Government Council held a meeting on Thursday, 7 Shawwal 1447, corresponding to 26 March 2026, under the chairmanship of Mr. Aziz Akhannouch, Head of Government. The meeting was devoted to the examination of several draft legal texts, the review of an international agreement, and deliberation on proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the beginning of its proceedings, the Government Council examined and adopted Draft Bill No. 36.23, amending and supplementing Law No. 14.08 relating to fish wholesaling (mareyage), taking into account the remarks raised. This draft bill was presented by the Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forests.
  • The Government Council then examined and adopted two draft decrees relating to the election of members of the House of Representatives, presented by the Minister of the Interior, as follows:
    • Draft Decree No. 2.26.278, amending Decree No. 2.11.605 of 19 October 2011, which sets out the format and content of the single ballot paper for the election of members of the House of Representatives;
    • Draft Decree No. 2.26.279, amending and supplementing Decree No. 2.16.668 of 10 August 2016, setting the ceiling for electoral campaign expenses incurred by candidates during general and by-elections for members of the House of Representatives.
       

The Government Council continued its proceedings by reviewing the Mutual Legal Assistance Agreement in Criminal Matters between the Kingdom of Morocco and the Socialist Republic of Vietnam, signed in Hanoi on 25 October 2025, as well as Draft Bill No. 021.26 approving the said agreement. Both texts were presented by the Minister of Justice on behalf of the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates.

The Government Council concluded its proceedings by deliberating and approving proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the Ministry of Health and Social Protection:
    • Ms. Houda Sefiani was appointed Director of the National School of Public Health
  • At the Ministry of Higher Education, Scientific Research and Innovation:
    • Mr. Abdelkhalek Jayed was appointed Dean of the Faculty of Languages, Arts and Human Sciences in Aït Melloul.
  • At the Ministry of Economic Inclusion, Small Business, Employment and Skills – Department of Vocational Training:
    • Mr. Abdelmounaim El Otmani was appointed Head of the Directorate of Work-Based Training.
