Meeting of the Government Council held on Thursday, 23 April 2026

The Government Council met on Thursday, 5 Dou al-Qiida 1447, corresponding to 23 April 2026, under the chairmanship of Mr. Aziz Akhannouch, Head of Government. This meeting was devoted to the examination of several draft legal texts, the review of two international agreements, and deliberation on proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the beginning of its proceedings, the Government Council examined Draft Law No. 27.26, amending and supplementing Law No. 17.04 establishing the Code on Medicines and Pharmacy, presented by the Minister of Health and Social Protection.
  • The Council then examined and adopted Draft Decree No. 2.26.342 concerning the status of students of the faculties of medicine, pharmacy and dental medicine (trainees, supervisors, externs, interns and residents) within health institutions under the Territorial Health Groups, taking into account the remarks raised, presented by the Minister of Health and Social Protection.
  • Subsequently, the Council examined and adopted Draft Decree No. 2.25.970 concerning the definition of the missions of liaison magistrates, as well as the procedure for their selection and appointment, presented by the Minister of Justice.
  • The Council also examined and adopted Draft Decree No. 2.26.270, amending and supplementing Decree No. 2.07.995 of 23 Chaoual 1429 (23 October 2008), relating to the responsibilities and organization of the Ministry of Economy and Finance, presented by the Minister Delegate in charge of the Budget, Mr. Fouzi Lekjaa.

The Government Council continued its work by taking note of the headquarters agreement between the Moroccan Government and the World Tourism Organization (UNWTO), relating to the opening in Morocco of the UNWTO Thematic Office for Innovation in Africa, signed in Marrakech on 28 January 2025.
The Council also took note of an agreement concerning the financial and administrative arrangements of the said office, concluded in Segovia on 29 May 2025, as well as Draft Law No. 030.26 approving these two agreements.
These texts were presented by the Minister of Tourism, Handicrafts and the Social and Solidarity Economy, on behalf of the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates.

The Government Council concluded its work by deliberating on and approving proposals for appointments to senior positions, in accordance with Article 92 of the Constitution:

  • At the Ministry of Health and Social Protection:
    • Ms. Nadia Akmal was appointed Director of the Higher Institute of Nursing and Health Techniques in Agadir.
  • At the Ministry of Energy Transition and Sustainable Development (Department of Sustainable Development):
    • Mr. Rachid Tahiri was appointed Director of Climate and Biodiversity.
  • At the Ministry Delegate to the Head of Government in charge of Investment, Convergence and the Evaluation of Public Policies:
    • Ms. Dalal MENNI was appointed Director General of Convergence and the Evaluation of Public Policies.
  • At the Interministerial Delegation for Human Rights:   
    • Mr. Hamid Benchrifa was appointed Secretary General.
