Government Council Meeting: Thursday, April 30, 2026

The Council of Government met on Thursday, Dhu al-Qi'dah 12, 1447, corresponding to April 30, 2026, under the chairmanship of Mr. Aziz Akhannouch, Head of Government. The meeting was devoted to a sectoral presentation, the examination of several draft legal texts, the briefing on an international convention, and the deliberation on proposals for appointment to high-ranking positions, in accordance with Article 92 of the Constitution.
At the beginning of its proceedings, the Council of Government followed a presentation on the progress of preparatory and operational measures and arrangements related to the legislative elections scheduled for September 23, 2026, presented by the Minister of the Interior.

  • Subsequently, the Council of Government examined and adopted Draft Bill No. 041.25 amending Law No. 39.08 related to the Code of Real Rights, the Dahir of 9 Ramadan 1331 (August 12, 1913) forming the Code of Obligations and Contracts, Law No. 18.00 on the status of co-ownership of built buildings, and Law No. 51.00 on rent-to-own real estate, presented by the Minister of Justice.
  • Furthermore, the Council of Government examined and adopted Draft Bill No. 032.26 amending Law No. 65.99 related to the Labor Code, presented by the Minister of Economic Inclusion, Small Business, Employment and Skills.
    The Council of Government also examined and adopted Draft Decree No. 2.26.370 amending and supplementing Decree No. 2.08.69 of 5 Rajab 1429 (July 9, 2008) regarding the special status of the labor inspection corps, as well as Decree No. 2.08.70 of 5 Rajab 1429 (July 9, 2008)
  • concerning the granting of a tour allowance to the labor inspection corps, presented by the Minister of Economic Inclusion, Small Business, Employment and Skills.
  • On the other hand, the examination of Draft Decree No. 2.25.561 amending and supplementing Decree No. 2.90.554 of 2 Rajab 1411 (January 18, 1991) regarding university institutions and student residences was postponed to a subsequent government meeting.
     

The Council of Government continued its work by taking note of the security cooperation agreement between the Kingdom of Morocco and the Republic of Burkina Faso, signed in Ouagadougou on December 10, 2025, as well as Draft Bill No. 028.26 approving the said agreement. These were presented by the Minister Delegate to the Head of Government in charge of Relations with Parliament, Government Spokesman, on behalf of the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates.

The Council of Government concluded its proceedings by deliberating and approving proposals for appointment to high-ranking positions, in accordance with Article 92 of the Constitution:

  • At the Ministry of Economy and Finance:
    • Mr. Mohammed Tarik Bachir: Director of the Treasury and External Finance.
  • At the Ministry of Higher Education, Scientific Research and Innovation:
    • Mr. Youssef Moflih: Dean of the Faculty of Legal, Economic and Social Sciences of Aïn Sebaâ in Casablanca.
  • At the Ministry of Industry and Trade:
    • Mr. Abdelaziz Babqiqi: Director of the Moroccan Office of Industrial and Commercial Property (OMPIC).
