Government Council Meeting: Thursday, May 14, 2026
The Government Council met on Thursday, 26 Dhu al-Qi'dah 1447, corresponding to May 14, 2026, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. The meeting was dedicated to a sectoral presentation, the review and adoption of several draft legal texts, the briefing on an international agreement, and proposals for appointments to high-ranking positions, in accordance with Article 92 of the Constitution.
At the start of its proceedings, the Council followed a presentation on the preparations for Eid al-Adha for the Hijri year 1447 (May 2026), presented by the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests.
In this context, the Minister emphasized that his department continues, in coordination with various stakeholders, to implement an integrated program aimed at ensuring the supply of sheep and goats to national markets under optimal conditions. He also highlighted the rigorous monitoring of the national livestock's health status and the strengthening of control and support measures.
The Minister specified that the expected supply for this year exceeds demand, thanks to the national livestock reconstitution program launched in accordance with the High Royal Guidelines, as well as improved weather conditions and positive birth rates recorded in autumn and spring. These factors have helped restore the balance of the national herd, which currently stands at approximately 40 million head. The national supply of sheep and goats for sacrifice is estimated at between 8 and 9 million head, exceeding the demand estimated at between 6 and 7 million head.
Regarding the health status of the livestock, the Minister indicated that monitoring and control operations carried out by the veterinary services of the National Office for Food Safety (ONSSA) across the various regions of the Kingdom confirm that the livestock is in good health. Furthermore, monitoring of the preservation of female sheep and goats showed that 95% of them have been preserved since last August, equivalent to approximately 20 million head, excluding new births.
- The Government Council then reviewed and adopted Draft Law No. 47.25 relating to the specific statute for employees of local government administrations, presented by the Minister of the Interior.
- The Council also reviewed and adopted Draft Law No. 69.24 providing for the creation and organization of a foundation for the promotion of social works for the benefit of the staff of the National Agency for Land Conservation, Cadastre, and Cartography (ANCFCC), presented by the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests.
- Finally, the Council reviewed and adopted Draft Decree No. 2.26.395 on the opening of additional credits for the general budget, presented by the Minister Delegate to the Minister of Economy and Finance, in charge of the Budget.
The Council took note of an agreement on the mutual recognition of national driver's licenses between the Government of the Kingdom of Morocco and the Government of Burkina Faso, signed on December 10, 2025, in Ouagadougou. This agreement was presented by the Minister of Transport and Logistics, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad.
The Government Council concluded its proceedings by reviewing and approving proposals for appointments to high-ranking positions, in accordance with Article 92 of the Constitution.
