Meeting of the Government Council of Thursday, May 21, 2026

The Government Council convened on Thursday, 4 Dhu al-Hijjah 1447, corresponding to May 21, 2026, under the chairmanship of Mr. Aziz Akhannouch, to deliberate on several draft legal texts, take note of an international agreement, and examine proposals for appointment to senior positions, in accordance with Article 92 of the Constitution.

  • The Government Council began its proceedings by examining and adopting draft law No. 41.26 amending and supplementing law No. 58.23 relating to the Direct Social Assistance (ASD) system, presented by the Minister Delegate to the Minister of Economy and Finance, in charge of the Budget.
  • Furthermore, it was decided to postpone the examination of draft law No. 06.25 relating to the transformation of the National Airports Office (ONDA) into a public limited company to a future meeting of the Government Council.
  • Subsequently, the Government Council examined and adopted draft decree No. 2.26.419 restoring and suspending the collection of the import duty applicable to soft wheat and its derivatives, also presented by the Minister Delegate to the Minister of Economy and Finance, in charge of the Budget.
  • Regarding draft decree No. 2.25.1005 establishing the list of indicators related to the processing and delivery of administrative decisions within the jurisdiction of administrations, as well as the modalities for their preparation, its examination was also postponed to a later meeting of the Government Council.
     

The Government Council continued its proceedings by taking note of a cooperation agreement in the maritime fisheries sector between the Government of the Kingdom of Morocco and the Government of the Russian Federation, signed on October 17, 2025, in Moscow, as well as draft law No. 39.26 approving the said agreement, presented by the Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, on behalf of the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates.

The Government Council concluded its proceedings by examining and approving proposals for appointment to senior positions, in accordance with Article 92 of the Constitution.

  • At the Ministry of Economy and Finance:
    • Mr. Abdellatif Amrani was appointed Treasurer General of the Kingdom;
    • Mr. Mohamed Ezzahaoui was appointed Director General of the Customs and Indirect Taxation Administration.
  • Regarding the Ministry of National Education, Preschool and Sports:
    • Mr. Abdelmajid Sahl was appointed Director General of Planning, Resources, and Contracting.
  • As for the Ministry Delegate to the Head of Government in charge of Relations with Parliament:
    • Mr. Hafid Aynaou was appointed Director of Resources, Studies, and Information Systems.
