Government Council Meeting – Thursday, June 11, 2026

• The Government Council began its proceedings with the examination and adoption of Bill No. 06.26 amending and supplementing Law No. 038.13 relating to the creation of the National Higher School of Administration (ENSA). The bill was presented by the Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform.
• Subsequently, the Council examined and adopted Draft Decree No. 2.26.340 setting the procedures for implementing the provisions of Article 24 of Law No. 09.22 regarding health professions, while taking into account the observations raised. This draft was presented by the Minister of Health and Social Protection.
• Furthermore, the Council approved Draft Decree No. 2.26.385 amending and supplementing Decree No. 2.12.109 of 22 Rabii II 1433 (March 15, 2012) regarding the creation and organization of the Higher Institute of Audiovisual and Cinema Professions (ISMAC), presented by the Minister of Youth, Culture, and Communication.
• The Council also adopted Draft Decree No. 2.26.486 amending and supplementing Decree No. 2.90.554 relating to university institutions and student residence halls, presented by the Minister of Higher Education, Scientific Research, and Innovation.

The Council continued its work by taking note of an agreement regarding international road transport for passengers and goods between the Kingdom of Morocco and the Republic of Niger, signed in Niamey on April 8, 2026, as well as Bill No. 42.26 approving the said agreement. These texts were presented by the Minister of Transport and Logistics, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad.

The Government Council concluded its session by deliberating on and approving proposals for appointments to high-ranking positions, in accordance with Article 92 of the Constitution:

• At the Ministry of National Education, Preschool, and Sports:
  • Mr. Nabil Abboudi: appointed Inspector General;
  • Mr. Ayoub Amrani: appointed Director of the Regional Center for Education and Training Professions (CRMEF) of Rabat-Salé-Kénitra.
• At the Ministry of Tourism, Handicrafts, and Social and Solidarity Economy (Department of Tourism):
  • Ms. Samira Hamama: appointed Inspector General.
• At the Ministry of Tourism, Handicrafts, and Social and Solidarity Economy (Department of Handicrafts and Social and Solidarity Economy):
  • Mr. Jamal Chaibi: appointed Inspector General;
  • Mr. Moha Errich: appointed Director of Heritage Preservation, Innovation, and Promotion.
• At the Ministry Delegate to the Head of Government in charge of Digital Transition and Administrative Reform:
  • Mr. Abderrahman Tlemçani: appointed Director of the Common Foundation for Social Works for the benefit of Civil Servants and Employees of Public Administrations.
