Meeting of the Government Council – Thursday, June 12, 2025

The Government Council met on Thursday, 15 Dhu al-Hijjah 1446, corresponding to June 12, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was devoted to reviewing several draft legal texts, acknowledging an international agreement, and deliberating on proposals for high-level appointments, in accordance with Article 92 of the Constitution.

  • At the outset, the Government Council examined and adopted Draft Law No. 20.25 approving Decree-Law No. 2.25.302 dated 5 Shawwal 1446 (April 4, 2025), which amends Law No. 52.20 establishing the National Agency for Water and Forests (ANEF). This was presented by the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, Mr. Ahmed El Bouari.
  • In the same context, the Council also examined and adopted Draft Law No. 23.25 ratifying Decree-Law No. 2.25.168 dated 27 Ramadan 1446 (March 28, 2025), which supplements Law No. 47.18 on the reform of Regional Investment Centers and the establishment of Unified Regional Investment Commissions. This was presented by the Minister Delegate to the Head of Government in charge of Relations with Parliament and Government Spokesperson, Mr. Mustapha Baitas, on behalf of the Minister Delegate to the Head of Government in charge of Investment, Convergence, and the Evaluation of Public Policies, Mr. Karim Zidan.
  • The Government Council then examined and adopted Decree No. 2.25.430 introducing regulatory measures for engineers and architects working within the Ministry of Justice. This was presented by the Minister of Justice, Mr. Abdellatif Ouahbi.
  • Subsequently, the Council examined and adopted Decree No. 2.25.456, amending and supplementing Decree No. 2.04.89 of June 7, 2004, which defines the functions of university institutions, the higher education cycles, and the corresponding national diplomas. This was presented by the Minister of Higher Education, Scientific Research, and Innovation, Mr. Azzedine El Midaoui.

The Government Council continued its work by acknowledging an agreement on the mutual recognition of driving licenses between the Government of the Kingdom of Morocco and the Government of the Republic of Chad, signed in Dakhla on August 14, 2024, along with Draft Law No. 02.25 approving said agreement. This was presented by the Minister of Foreign Affairs, African Cooperation, and Moroccans Living Abroad, Mr. Nasser Bourita.

The meeting concluded with the review and adoption of proposals for high-level appointments, in accordance with Article 92 of the Constitution.
 

  • At the Ministry of National Education, Preschool and Sports:
    • Ms. Mounia Mouzouri was appointed Director of the Regional Academy of Education and Training (AREF) for the Oriental region.
    • Ms. Hind Ibn El Habib was appointed Director General of Planning, Resources, and Contractualization.
  • At the Ministry of Industry and Trade:
    • Mr. Rachid Bahi was appointed Director of Various Industrial Activities.
  • At the Ministry of Higher Education, Scientific Research, and Innovation:
    • Mr. Mohamed Bellaihou was appointed Director of the École Normale Supérieure (ENS).
