Meeting of the Government Council – Thursday, June 26, 2025

The Government Council met on Thursday, 29 Dhu al-Hijjah 1446, corresponding to June 26, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to the examination of several draft legal texts, as well as deliberation on proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the beginning of the meeting, the draft law No. 64.23 on the establishment of Regional Agencies for Urban Planning and Housing was reviewed and adopted. The law was presented by the Minister of National Territorial Planning, Urban Planning, Housing, and City Policy, Fatima Ezzahra El Mansouri.
  • The Government Council then examined and adopted Draft Law No. 56.24 on the transformation of the National Office of Hydrocarbons and Mines (ONHYM) into a public limited company (SA), presented by the Minister of Energy Transition and Sustainable Development, Ms. Leila Benali.
  • The Council continued its proceedings by examining and adopting three draft decrees related to the health sector, presented by the Minister of Health and Social Protection, Mr. Amine Tahraoui. These include:
    • Draft Decree No. 2.24.226, setting the standard status for health professionals in Territorial Health Groups;
    • Draft Decree No. 2.25.531, amending and supplementing Decree No. 2.90.471 of December 25, 1990, regarding the granting of additional remuneration to teacher-researchers in medicine, pharmacy, and dentistry;
    • Draft Decree No. 2.25.547, setting the starting date for the exercise of powers by the Territorial Health Groups of the Tangier-Tetouan-Al Hoceima region.
  • Subsequently, the Government Council examined and adopted Draft Decree No. 2.25.532, amending and supplementing Decree No. 2.98.548 of 28 Shawwal 1419 (February 15, 1999), establishing the special status of the corps of teacher-researchers in medicine, pharmacy, and dentistry. This decree was presented by the Minister of Higher Education, Scientific Research, and Innovation, Mr. Azzedine El Midaoui.
     

The meeting of the Government Council concluded with the examination and adoption of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.
 

  • At the Ministry of National Territorial Planning, Urbanism, Housing and Urban Policy:
    • Mr. Abdelghani Tayyibi was appointed Regional Inspector of Urbanism, Architecture, and National Territorial Planning for the Marrakech-Safi region;
    • Mr. Haitam Souissi was appointed Director of Information Systems and Observation.
  • At the Ministry of Energy Transition and Sustainable Development:
    • Mr. Mohamed Ouahmid was appointed Secretary General.
  • At the Ministry of Youth, Culture and Communication – Department of Communication:
    • Mr. Mohamed Reda Benjelloun was appointed Director of the Moroccan Cinematographic Center (CCM).
  • At the Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests:
    • Ms. Ilham Boumaaza was appointed Inspector General.
  • At the Ministry of Equipment and Water:
    • Mr. Salaheddine Dahbi was appointed Director of Water Research and Planning.
