On Tuesday, July 8, 2025, in Rabat, the Head of Government, Mr. Aziz Akhannouch, chaired a series of meetings dedicated to monitoring the implementation of the employment roadmap and reviewing sectoral progress made in this context.
During these meetings, the relevant departments presented their action plans, which aim to follow a governance model that ensures the alignment of programs, coordination among various stakeholders, and the involvement of the private sector in this dynamic, particularly through the General Confederation of Moroccan Enterprises (CGEM).
At the beginning of the sessions, emphasis was placed on the importance of private investment and on strengthening the ability of very small, small, and medium-sized enterprises (TPMEs) to access support systems and improve their management skills. The meetings also examined ways to enhance job opportunities generated by major national projects, especially in the construction and public works sectors.
Discussions also focused on professional integration, skills development, and the enhancement of vocational guidance—strategic government priorities aimed at promoting employment and reducing youth unemployment. The promotion of rural employment and the removal of barriers faced by women seeking to enter the workforce, particularly challenges related to childcare services, were also key points of discussion.
Furthermore, the meetings addressed the promotion of employment through better coordination between the Office of Vocational Training and Employment Promotion (OFFPT), the National Agency for the Promotion of Employment and Skills (ANAPEC), government departments, and businesses. The goal is to strengthen continuing education and expand apprenticeship programs for job seekers without diplomas.
The Head of Government urged all relevant departments to accelerate the implementation of their employment roadmap programs, in accordance with the set objectives and deadlines. He highlighted the need to maintain the same momentum and level of commitment to ensure the success of this key governmental initiative.
It was noted during the meetings that national economic growth in the first quarter of 2025 improved, reaching 4.8%. The labor market also showed progress, with the creation of 351,000 jobs in non-agricultural sectors—three times the number recorded during the same period in 2024. The national unemployment rate dropped by 0.4 percentage points.
These coordination and working meetings between various departments are held monthly to conduct regular assessments that help ensure alignment and the rapid, efficient implementation of the sectoral programs outlined in the employment roadmap.
Participants in the meeting included: Nadia Fettah (Minister of Economy and Finance), Nizar Baraka (Minister of Equipment and Water), Mohamed Saad Berrada (Minister of National Education, Preschool and Sports), Ahmed El Bouari (Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests), Younes Sekkouri (Minister of Economic Inclusion, Small Business, Employment and Skills), Fatim Zahra Ammor (Minister of Tourism, Handicrafts and Social and Solidarity Economy), Azzedine El Midaoui (Minister of Higher Education, Scientific Research and Innovation), Karim Zidane (Minister Delegate to the Head of Government in charge of Investment, Convergence, and Evaluation of Public Policies), Fouzi Lekjaa (Minister Delegate to the Minister of Economy and Finance in charge of the Budget), Amal El Fallah (Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform), Adib Benbrahim (Secretary of State for Housing), Lahcen Es-saadi (Secretary of State for Handicrafts and the Social and Solidarity Economy), as well as Laila Hammouchi (Governor and Director of Local Public Services at the Ministry of Interior), Taoufik Moucharraf (Secretary General of the Ministry of Industry and Trade), and Mustapha Messaoudi (Secretary General of the Ministry of Youth, Culture and Communication – Youth Department).
Also represented at the meeting were the CGEM, the OFFPT, ANAPEC, and the National Agency for the Promotion of Small and Medium Enterprises (Maroc PME).
