Meeting of the Government Council – Thursday, July 10, 2025

The Government Council met on Thursday, 14 Muharram 1447, corresponding to July 10, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to the examination of several draft legal texts, as well as the review of an international agreement, in accordance with Article 92 of the Constitution.

  • At the beginning of the session, the Government Council reviewed and adopted Draft Law No. 16.25 amending Law No. 36.21 related to civil status, presented by the Minister of the Interior, Mr. Abdelouafi Laftit.
  • Subsequently, the Council reviewed and adopted Draft Law No. 19.25 concerning the protection of stray animals and the prevention of dangers they may pose, presented by the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, Mr. Ahmed El Bouari.
  • The Council also examined and adopted Draft Law No. 35.25 establishing the “Morocco 2030 Foundation,” presented by the Minister Delegate in charge of the Budget, Mr. Fouzi Lekjaa.
  • In addition, the Council examined and adopted Draft Decree No. 2.25.565 setting the composition of the Administrative Committee established under Law No. 24.96 on postal and telecommunications services, presented by the Minister Delegate in charge of Digital Transition and Administrative Reform, Ms. Amal El Fallah.
     

The Government Council continued its proceedings by reviewing an extradition agreement for wanted persons, signed between the Kingdom of Morocco and the Kingdom of Saudi Arabia in Riyadh on November 13, 2024, as well as Draft Law No. 18.25 approving said agreement. These items were presented by the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Mr. Nasser Bourita.

The meeting concluded with the examination and adoption of proposals for appointments to high-level positions of responsibility, in accordance with Article 92 of the Constitution.

  • At the Ministry of Justice:
    • Mr. Farid Benazizi was appointed Director of the National Institute of Clerks and Legal and Judicial Professions.
  • At the Ministry of National Education, Preschool and Sports:
    • Mr. Driss Ouahi was appointed Director of the Regional Academy of Education and Training of Souss-Massa.
    • Mr. Abdellatif Chaouki was appointed Director of the Regional Academy of Education and Training of Marrakech-Safi.
  • At the Ministry of Energy Transition and Sustainable Development:
    • Mr. Zakariae Sadki was appointed Director of Administrative Affairs and Information Systems.
