At the beginning of the session, the Council heard a presentation on the execution of the 2025 Finance Law, the preparation of the draft Finance Law for 2026, and the three-year budget programming for 2026–2028. The presentation was delivered by the Minister of Economy and Finance, Ms. Nadia Fettah.
In this context, the Minister highlighted the resilience and remarkable sustainability of the national economy, despite ongoing challenges. The growth rate is expected to reach 4.5% this year, driven by the sustained momentum of non-agricultural activities, which have continued to improve for the third consecutive year. She also noted the uncertain international context, marked by heightened geopolitical tensions and a slowdown in global economic growth.
Regarding the implementation of the 2025 Finance Law, the Minister stated that it continues in a demanding context, requiring the consolidation of macroeconomic balances while continuing to implement major structural projects and fulfilling government program commitments.
Based on forecasts concerning economic trends for the rest of the year, the Minister reaffirmed the government’s determination to mobilize the necessary resources by rigorously monitoring public spending execution. The goal of reducing the budget deficit to 3.5% of GDP, as set by the 2025 Finance Law, remains a top priority.
As for the general framework for preparing the draft Finance Law for 2026 and the 2026–2028 three-year budget programming, the Minister reiterated the government’s commitment to pursuing its reform program in line with the High Royal Guidelines and within a framework of integrated development. This approach aims to align public policies around interconnected strategic priorities, notably: strengthening the foundations of the social state through the generalization of social protection and improving its efficiency and sustainability, reforming the healthcare system, supporting investment, and promoting employment.
