  • At the beginning of the meeting, the Government Council examined and adopted, taking into account the observations raised, draft law no. 24.70 amending and supplementing Dahir law no. 1.84.177 of October 2, 1984, relating to the compensation of victims of accidents caused by motor vehicles, presented by the Minister of Justice, Mr. Abdellatif Ouahbi.
This draft law is part of efforts aimed at modernizing and developing the legal system to align it with the legal, social, economic, and human rights developments experienced by the Kingdom.
Its objective is to strengthen the social protection of victims by ensuring a necessary balance between their right to fair and proportionate compensation for the damage suffered and the preservation of the sustainability of the insurance sector, serving the public interest and keeping in harmony with legislative reforms adopted in various fields.
It also includes provisions relating to the regulation of deadlines and procedures for obtaining compensation within a reasonable time, the improvement of compensation conditions for victims and their beneficiaries, the extension of the scope of the law to all traffic accidents caused by motor vehicles, and the strengthening of the protection of beneficiaries as well as certain categories of persons with disabilities.
  • Subsequently, the Government Council examined and adopted draft decree no. 2.25.490 supplementing decree no. 2.03.201 of April 21, 2006 (22 Rabii I 1427) establishing the list of higher education institutions not affiliated with universities, presented by the Minister of Higher Education, Scientific Research and Innovation, Mr. Azeddine El Midaoui.
This draft decree is part of the implementation of law no. 01.00 on the organization of higher education, which provides that public higher education is delivered within universities and higher education institutions not affiliated with universities, the list of which is set by decree.
The draft decree aims to include the National Higher Institute of Music and Choreographic Arts in this list, pursuant to the aforementioned decree.
  • Thereafter, the Government Council examined and adopted draft decree no. 2.25.550 amending and supplementing decree no. 2.23.76 of 15 Moharram 1445 (August 2, 2023) relating to the implementation of law no. 2.00 on copyright and related rights concerning reprographic reproduction revenues, presented by the Minister of Youth, Culture and Communication, Mr. Mohamed Mehdi Bensaid.
This draft aims to adapt the regulatory framework governing reprographic reproduction rights to current economic realities and developments in the market for reproduction and printing equipment, both in terms of technical characteristics and investment volumes.
It provides for the revision of Article 3 of decree no. 2.23.76, replacing the current system—based on a unified rate of 10% of the production cost or purchase price before tax—with a new system based on proportionality. This introduces a progressive scale of revenue rates, taking into account the principles of equity and fairness.

The Government Council concluded its work by reviewing the convention on mutual legal assistance in criminal matters between the Kingdom of Morocco and the Republic of Kazakhstan, signed in Rabat on December 12, 2024, as well as draft law no. 29-25 approving said convention. These texts were presented by the Minister of Justice, Mr. Abdellatif Ouahbi, on behalf of the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita.
