The Government Council met on Thursday, 09 Rabia al-Akhir 1447, corresponding to October 02, 2025, under the chairmanship of Mr. Aziz Akhannouch, and was dedicated to examining a number of draft legal texts, in accordance with the provisions of Article 92 of the Constitution.

At the start of the meeting, the Head of Government addressed the regrettable developments that occurred over the last two days in several cities of the Kingdom. These events spiraled into a dangerous escalation that undermined public security and order, resulting in hundreds of injuries among law enforcement personnel and causing damage to public and private property, while sadly reporting the death of 3 people, may God have mercy on their souls.
In this context, the Head of Government commended the interventions of the various security forces, which continue to carry out their constitutional mission of protecting public safety and order and preserving individual and collective rights and freedoms. He also stressed that the Executive Branch, through all the political parties that compose it, has reacted to the demands expressed by the youth and announces its favorable interaction with these societal demands, while expressing its willingness for dialogue and debate within institutions and public spaces.
The Head of Government also reaffirmed that the approach based on dialogue is the only way to address the different issues facing Morocco and to accelerate the implementation of public policies, which are the subject of social demands, in order to realize the common aspiration of all Moroccans.

  • Subsequently, the Government Council examined and adopted draft law No. 34.21 amending and supplementing Law No. 25.90 relating to real estate subdivisions, housing complexes, and parceling of land, taking into account the observations raised, presented by the Minister of National Territorial Planning, Urbanism, Housing, and City Policy, Fatim-Zahra Mansouri.
This draft follows an evaluation of the implementation of Law No. 25.90 (promulgated by Dahir No. 1.92.7 of 15 Dhou al Hijja 1412, or June 17, 1992, as amended and supplemented). The evaluation revealed the existence of numerous practical constraints and difficulties in implementing some of its provisions, as well as the appearance of deficiencies and gaps limiting the search for solutions to the problems raised in this area.
  • Next, the Government Council examined and adopted draft decree No. 2.25.615 defining the powers and organization of the Ministry of Health and Social Protection, which had been previously presented at a prior government meeting, presented by Amine Tehraoui, Minister of Health and Social Protection.
This draft decree aims to repeal and replace Decree No. 2.94.285 of 17 Joumada II 1445 (November 21, 1994) relating to the powers and organization of the Ministry of Public Health, as amended and supplemented. The objective is to establish a new administrative organization that is consistent with the Ministry's strategic missions and enables it to meet the current challenges in the health sector.
  • The Government Council continued its work by deliberating on and approving two draft decrees related to the health sector, also presented by the Minister of Health and Social Protection, Amine Tehraoui. These are:
    • Draft decree No. 2.25.819 concerning the functional allowances received by intern students of the faculties of medicine, pharmacy, and dental medicine:
This draft is part of the health system reform and the establishment of effective training for health cadres to strengthen their professional potential and capabilities, thereby supporting the implementation of the social protection project, particularly the generalization of Compulsory Basic Health Insurance. This generalization requires increasing the number of health professionals by 2030, alongside the reform of the medical, pharmaceutical, and dental study regimes. This draft decree aims to increase the monthly amounts of the functional allowances received by external, internal, and resident students provided for in Decree No. 2.91.527 relating to the status of external, internal, and resident students in hospital centers, as amended and supplemented, on the occasion of completing the required internships.
    • Draft decree No. 2.25.818 amending Royal Decree No. 747.67 of 28 Dhou al Qi'dah 1387 (February 27, 1968) establishing the special status of interns in public health hospitals:
This draft decree aims to increase the amount of the allowance received by medical students pursuing their studies during their clinical internships in health institutions. This falls within an integrated vision that links the quality of training and the motivation of students (as the cornerstone for the success of the national health system reform) to ensuring the attractiveness of the health sector.
