Meeting of the Government Council on Thursday, October 9, 2025

The Government Council met this Thursday, 16 Rabii II 1447, corresponding to October 9, 2025, under the chairmanship of Mr. Aziz Akhannouch. The meeting was dedicated to the presentation of a sectoral report, the deliberation on several draft legal texts, and the acknowledgment of an international convention, in accordance with Article 92 of the Constitution.
At the start of the meeting, the Government Council followed a presentation on the National Sustainable Development Strategy (SNDD) 2035, presented by the Minister of Energy Transition and Sustainable Development, Mrs. Leila Benali.
The Minister explained that the National Sustainable Development Strategy (SNDD 2035), launched in 2017 by His Majesty King Mohammed VI, may God assist him, constitutes the national reference framework for integrating public policies and economic reforms into a development dynamic based on sustainability and equity. It aims to strengthen coherence between sectoral policies, ensure territorial cohesion, and achieve effective execution on the ground, thereby guaranteeing a just and lasting transformation for our country.
The Minister added that the main challenge of the new 2025 version of the Strategy rests on activating levers of change capable of transforming legitimate aspirations into tangible effects on the daily lives of citizens. She underlined that this version has identified six areas of structural transformation and five horizontal levers to accelerate the pace of transition toward a more sustainable development model.

  • Subsequently, the Government Council deliberated and approved the Draft Law No. 71.24 amending and supplementing Law No. 15.95 relating to the Commercial Code, presented by the Minister of Justice, Mr. Abdellatif Ouahbi.
  • Next, the Government Council deliberated and approved the Draft Decree No. 2.25.441 amending and supplementing Decree No. 2.22.224 of 10 Ramadan 1443 (April 12, 2022) concerning the reorganization of the National Institute of Fine Arts, presented by the Minister of Youth, Culture, and Communication, Mr. Mohamed Mehdi Bensaid.
  • Following this, the Government Council deliberated and approved the Draft Decree No. 2.25.605 applying the provisions of Article 7 of Law No. 65.15 relating to social protection establishments, presented by the Minister of Solidarity, Social Inclusion, and the Family, Mrs. Naïmaa Benyahia.
  • The Government Council then deliberated and approved two draft decrees related to the creation of industrial acceleration zones, presented by the Minister of Industry and Trade, Mr. Ryad Mezzour. These are:
    • Draft Decree No. 2.25.799 establishing the Fez Bensekkouda Industrial Acceleration Zone;
    • Draft Decree No. 2.25.800 establishing the Skhirat Industrial Acceleration Zone.
       

The Government Council concluded its work by taking note of the Extradition Convention for criminals between the Kingdom of Morocco and the Republic of Kazakhstan, signed in Rabat on December 12, 2024, as well as the Draft Law No. 43.25 approving said Convention, presented by Mr. Abdellatif Ouahbi, Minister of Justice, on behalf of Mr. Nasser Bourita, Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad.
