Meeting of the Government Council on Thursday, November 20, 2025

The Government Council met on Thursday, 28 Joumada Al Oula 1447, corresponding to November 20, 2025, under the chairmanship of Mr. Aziz Akhannouch, Head of Government. This meeting was dedicated to the examination of several draft legal texts, the review of an international convention, and the deliberation on proposals for appointment to high-level positions, in accordance with Article 92 of the Constitution.

  • Initially, the Government Council examined and adopted Draft Law No. 16.22 relating to the organization of the profession of Adoul (Islamic Notaries), taking into account the observations raised. It was presented by the Minister of Justice.
  • Next, the Government Council examined and adopted Draft Decree No. 2.24.830 relating to aquaculture farms, presented by the Secretary of State for Maritime Fisheries, Madam Zakia Driouich.
  • Subsequently, the Government Council examined and adopted Draft Decree No. 2.25.862 supplementing Decree No. 2.06.574 of 10 Hija 1427 (December 31, 2006) issued for the application of the Value Added Tax (VAT) provided for in Title III of the General Tax Code (CGI). This draft was presented by the Minister of Equipment and Water, on behalf of the Minister Delegate in charge of the Budget.

The Government Council continued its work by examining a military cooperation agreement concluded on June 17 in Rabat, between the government of the Kingdom of Morocco and that of the Federal Democratic Republic of Ethiopia, as well as Draft Law No. 045.25 approving the said agreement.
The agreement and the draft law were presented by the Minister Delegate to the Head of Government in charge of the National Defence Administration, on behalf of the Minister of Foreign Affairs, African Cooperation and Moroccans Residing Abroad, Mr. Nasser Bourita.

The meeting concluded with the examination and adoption of proposals for appointment to senior positions, in accordance with the provisions of Article 92 of the Constitution.

  • At the Ministry of Justice:
    • Mr. Mohamed Hafidi was appointed Director of Legislation and Studies.
  • At the Ministry of National Education, Preschool and Sports:
    • Mr. El Hassan Aknine was appointed Director of the Regional Center for Education and Training Professions (CRMEF) of the Guelmim-Oued Noun region.
  • At the Ministry of Health and Social Protection:
    • Mr. Noureddine Bouterfas was appointed Director of the Higher Institute of Nursing and Health Techniques Professions of Oujda.
  • At the Ministry of Higher Education, Scientific Research and Innovation:
    • Mr. Zakaria Chelh was appointed Director of the Higher School of Technology of Meknes.
    • Mr. Hassan Azouiri was appointed Dean of the Faculty of Legal, Economic and Social Sciences of Rabat – Agdal.
  • At the Ministry of Equipment and Water:
    • Mr. Mbarek Fencha was appointed Head of the Provisional Directorate for the Supervision of Development Works on National Road N1 between Tiznit and Dakhla.
  • At the Ministry of Tourism, Handicrafts and Social and Solidarity Economy – Department of Handicrafts:
    • Mr. Tarik Sadik was appointed Director of the House of the Artisan (Maison de l’Artisan).
  • At the General Delegation for Prison Administration and Reintegration (DGAPR):
    • Mr. Moulay Driss Aklmam was appointed Director of Monitoring Alternative Sentences.
