Meeting of the Government Council of Thursday, February 19, 2026

At the opening of the Council’s proceedings, which coincide with the beginning of the holy month of Ramadan, the Head of Government expressed, on his own behalf and on behalf of all members of the Government, his warmest congratulations and most sincere wishes to Amir Al-Mouminine (Commander of the Faithful), His Majesty King Mohammed VI, may God assist Him, as well as to all members of the Illustrious Royal Family, praying to the Almighty to grant His Majesty continued health and well-being.
The Head of Government also extended his best wishes to all Moroccans, imploring God the Almighty to make this month a period of grace and blessing, and to bring health and security to all, as well as further stability, security, and prosperity to our country.

• Subsequently, the Government Council examined and adopted Bill No. 09.26 relating to the reorganization of the National Press Council, presented by the Minister of Youth, Culture, and Communication.
• Regarding Draft Decree-Law No. 2.26.135 concerning the creation of a provisional commission for the management of the press and publishing sector, the text was withdrawn.
• The Government Council then examined and adopted two draft decrees relating to the lands of the Soulaliyate communities, presented by the Minister of the Interior:
  • Draft Decree No. 2.25.1141 concerning the exemption of Bour agricultural lands, held by the Soulaliyate communities and intended for private ownership (melkization), from land registration fees.
  • Draft Decree No. 2.25.540 amending Decree No. 2.19.973 of 9 January 2020, issued for the implementation of the provisions of Law No. 62.17 on administrative supervision over the Soulaliyate communities and the management of their assets.
     

The Government Council continued its proceedings by examining an addendum to the Technical and Economic Cooperation Agreement regarding German political foundations in the Kingdom of Morocco, concluded between the Government of the Kingdom of Morocco and the Government of the Federal Republic of Germany, initially signed on November 24, 1966. This addendum was signed in New York on September 26, 2025. The Council also examined Bill No. 07.26 providing for the approval of the said addendum, presented by the Minister of Youth, Culture, and Communication, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad.

The Government Council concluded its proceedings by deliberating on and approving proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

• At the Ministry of Economy and Finance :
  • Mr. Hicham Zakani was appointed Director of Information Systems Security Governance.
• At the Ministry of Health and Social Protection :
  • Ms. Fatima Zohra Mernissi was appointed Director of the Hassan II University Hospital Center (CHU) of Fez.
• At the Ministry of Higher Education, Scientific Research, and Innovation :
  • Mr. Jamal Eddine Benhayoun was appointed Dean of the Faculty of Letters and Human Sciences of Tetouan.
• At the Interministerial Delegation for Human Rights :
  • Mr. Youssef Farid was appointed Director of Human and Financial Resources and General Affairs.
