Government Council Meeting of Thursday, March 19, 2026

The Government Council met on Thursday, 29 Ramadan 1447, corresponding to March 19, 2026, under the chairmanship of Mr. Aziz Akhannouch, Head of Government. The meeting was devoted to the examination of several draft legal texts, to taking note of an international agreement, and to deliberating on proposals for appointments to high-level positions, in accordance with Article 92 of the Constitution.

  • At the outset, the Government Council examined and adopted three draft decrees related to the health sector, presented by the Minister of Health and Social Protection. These are:
    • Draft Decree No. 2.26.28 concerning the sanitary approval (marketing authorization) of medicines for human use.
    • Draft Decree No. 2.26.223 amending and supplementing Decree No. 2.20.326 of 22 Chaâbane 1442 (April 5, 2021), adopted in application of Law No. 28.13 on the protection of persons participating in biomedical research.
    • Draft Decree No. 2.26.266 amending and supplementing Decree No. 2.07.1064 of 5 Rajab 1429 (July 9, 2008) relating to the practice of pharmacy, and to the establishment and opening of pharmacies and pharmaceutical establishments.
  • Subsequently, the Government Council examined and adopted Draft Decree No. 2.23.1096 on technical investigations in the field of civil aviation safety, presented by the Minister of Transport and Logistics.
     

The Government Council continued its work by taking note, on the one hand, of the agreement in the form of an exchange of letters between Morocco and the European Union, concerning the amendment of Protocols No. 1 and No. 4 to the Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States and the Kingdom of Morocco, and, on the other hand, of Draft Law No. 010.26 approving the said agreement, signed on October 3, 2025, in Brussels. Both texts were presented by the Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, on behalf of the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates.

The Government Council concluded its work with the deliberation and approval of proposals for appointments to senior positions, in accordance with Article 92 of the Constitution.

  • At the level of the Ministry of National Education, Preschool and Sports:
    • Mr. Ilias Hammouti was appointed Director of Information Systems and Digital Transformation.
  • At the level of the Ministry of Higher Education, Scientific Research and Innovation:
    • Ms. Nadia Machkour was appointed Director of the National School of Applied Sciences in Berrechid;
    • Mr. Abderrahmane Amsidder was appointed Director of the Higher School of Education and Training in Agadir.
  • At the level of the Ministry of Industry and Trade:
    • Ms. Hanane Belyagou was appointed Director of Aeronautical, Railway, Naval Industries and Renewable Energies.
