On Thursday, 12 Dou Al-Qi'dah 1444 H, corresponding to the beginning of June 2023, the government, chaired by Mr. Aziz Akhannouch, Head of Government, held a cabinet council dedicated to the presentation of two sectoral presentations, one on the data and developments of the baccalaureate exams - 2023 session, and the other on the measures to prepare for Eid Al-Adha, and to deliberate on a number of draft legal texts and proposals for appointment to high-level posts in accordance with article 92 of the Constitution. At the beginning of its work, the Government Council followed a presentation on the data and evolutions of the 2023 baccalaureate exams, presented by Mr. Chakib Benmoussa, Minister of National Education, Preschool and Sports. In his presentation, the minister said that the number of candidates enrolled in the school this year has reached 426,000, a numerical increase of 62,530, an increase of 18% compared to the 2022 session; Education in private schools accounts for 10% of the total number of school applicants, and the number of free candidates has reached 132,000. The presentation also addressed the most important developments of this year, which concern the raising of the level of security of the baccalaureate certificate and points data through the production of secure certificates, and the provision of a first set of digital services accompanying the secure use of certificates, which is part of the further integration of modern technologies in education management, especially in the area of assessment and examinations, which is consistent with the digital transformation and will help simplify procedures in this area, and this process will also allow the production of certificates with interactive digital functionalities and the real-time verification of their validity. To ensure the success of this course, a series of measures and procedures have been taken, providing 1,753 examination centers with a total of 24,600 examination rooms in all academies and mobilizing the necessary human resources. In order to keep abreast of the candidates' preparation and to accompany them in the preparation for the exams in good conditions, they received by e-mail framework documents, as well as the intensification of pedagogical support courses and the adaptation of the subjects and conditions of conduct of the tests for the benefit of candidates and candidates in special situations.

 

Then, Mr. Mohamed Sadiki, Minister of Agriculture, Fisheries, Rural Development, Water and Forests, made a presentation on the measures to prepare for Eid al-Adha, where the presentation highlighted that the preparations for Eid al-Adha for the year 1444 have reached advanced stages, the number of sheep and goats numbered by the services of the National Health Security Office and prepared for slaughter reaching 5.4 million head, and 214,000 units for the breeding and fattening of rams prepared for Eid have been registered with the office, and these units are subject to strict monitoring. According to the minister, the veterinary services continuously monitor the health status of the herd by strengthening field and laboratory control and feed quality. The health status of the national herd remains generally satisfactory. In order to strengthen the infrastructure for the sale and acquisition of sacrifices, 34 temporary Eid markets will be created and prepared in different regions of the Kingdom, and these markets will only receive numbered sheep and goats as part of the numbering process implemented by the services of the National Health Security Office in partnership with professional organizations.

  • The Government Council continued its work by deliberating and approving draft Decree No. 2.22.04 implementing Law No. 36.21 on civil status, presented by Mr. Abdelouafi Laftit, Minister of the Interior.
  • Subsequently, the Government Council deliberated and approved draft Decree No. 2.22.813 on the granting of State subsidies on agricultural investments made on the lands of the communities of the dynasty in connection with the acquisition, lease, and modernization of agricultural estates, presented by Mr. Mohamed Sadiki,  Minister of Agriculture, Fisheries, Rural Development, Water and Forests.
  • Subsequently, the Government Council deliberated and approved draft Decree No. 2.23.340 amending Decree No. 2.11.151 of 23 Jumada II 1432 H (27 May 2011) establishing the Oujda export processing zone, presented by Mr. Riad Mezzour, Minister of Industry and Trade.
     

The Council of Government concluded its work by deliberating and approving proposals for appointments to positions of responsibility in accordance with Article 92 of the Constitution.

  • At the level of the Ministry of National Territory and Urban Planning, Housing, and City Policy– Department of National Territory and Urban Planning: 
    •  M. Mohammed Tigratine has been appointed Director of Legal Affairs.
    • Mr. Said Lahbil has been appointed Director of the Oujda Urban Agency.
    • Ms. Ibtissam El Hammoumi has been appointed Director of the Urban Agency of Taroudant-Tiznit-Tata.
  • At the level of the Ministry of Higher Education, Scientific Research, and Innovation: 
    • Mr. Abderrahim Khalidi has been appointed Director of the École nationale supérieure d'art et de design (ENSAD).
    • Mr. Abderrahmane Nounah has been appointed Director of the Higher School of Technology of Salé (EST-Salé).
    • Mrs. Khadija El Hariri, Director of the Ecole Normale Supérieure de Marrakech (ENS-Marrakech).
