Meeting of the Government Council on Thursday, June 5, 2025

The Government Council met on Thursday, 8 Dhu al-Hijjah 1446, corresponding to June 5, 2025, under the chairmanship of the Head of Government, Mr. Aziz Akhannouch. This meeting was dedicated to the examination of several draft legal texts, the acknowledgment of an international agreement, and deliberations on proposals for high-level appointments, in accordance with Article 92 of the Constitution.
At the start of the meeting, the Head of Government, on behalf of all council members, extended his heartfelt congratulations and best wishes to Amir Al-Mouminine, His Majesty King Mohammed VI, may God assist Him, as well as to all members of the Alaouite royal family and the entire Moroccan people on the occasion of the blessed Eid al-Adha. He prayed to the Almighty to preserve His Majesty, grant Him health and well-being, and make this holiday a time of health and safety for all Moroccans.
The Council then listened to a presentation on the data and updates regarding the 2025 baccalaureate exams, delivered by the Minister of National Education, Preschool and Sports, Mr. Mohamed Saâd Berrada.
In this context, the Minister stated that the number of candidates this year stands at 495,395, an increase of 0.41% compared to the 2024 session. Among them, 110,065 are independent candidates, making up 22% of the total.
Regarding candidates with disabilities, the Minister noted that they benefited from specific measures, including adapting the exam subjects and testing conditions to meet their needs.
For candidates in specific situations, the exam materials were adapted to accommodate Moroccan students returning from unstable countries and children of migrants living in Morocco. He added that hospitalized candidates were exceptionally allowed to take exams in medical facilities under a strict protocol. As for those in correctional facilities, the exams were held under appropriately adjusted conditions.
To ensure the success of this session, the Ministry provided 1,995 exam centers with a total of 29,998 exam rooms across all academies and mobilized the necessary human resources. The Minister also mentioned enhanced security measures for the baccalaureate diploma and transcripts, including secure certificates, the elimination of handwritten signatures, and the availability of several digital services for secure diploma use.
- The examination of Bill No. 16.25 amending Law 36.21 on Civil Status has been postponed to a future session.
Subsequently, the Government Council examined and adopted Decree No. 2.23.716, which outlines the required competencies for carrying out the duties of a trustee and the corresponding fees, as part of procedures related to business difficulties. This was presented by the Minister of Justice, Mr. Abdellatif Ouahbi, taking into account the comments received.
This decree, part of the completion of Book V of the Commercial Code on business difficulty procedures, is one of the key implementing texts aimed at shortening processing times, enhancing transparency, improving procedural and judicial efficiency, and boosting judicial system performance.
The decree is a cornerstone in improving the business climate—one of the government's priorities under the 2023–2026 roadmap—aiming to enhance the efficiency and transparency of legal and judicial processes to better serve the national economy and provide sufficient guarantees to overcome business-related constraints.
The decree primarily aims to define the competencies required for trustees and the fees they are entitled to for their work and expertise in handling various business-related procedures.
The Government Council continued its work by reviewing a military cooperation agreement between the Government of the Kingdom of Morocco and the Government of Burkina Faso, signed in Rabat on July 24, 2024, along with Bill No. 01.25 approving said agreement. These documents were presented by the Minister Delegate to the Head of Government in charge of National Defense Administration, Mr. Abdelatif Loudiyi, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccans Living Abroad, Mr. Nasser Bourita.
The Council meeting concluded with the examination and adoption of high-level appointment proposals in accordance with Article 92 of the Constitution:

- Mr. Youssef Lakbida was appointed Director of Agri-Food Industries.
- Ministry of Higher Education, Scientific Research and Innovation:
- Mr. Ahmed Nidami was appointed Director of the National School of Electricity and Mechanics (ENSEM) in Casablanca;
- Mr. Moulay Brahim Sedra was appointed Director of the Normal School (ENS) in Meknes.
- Ministry of Tourism, Handicrafts, and Social and Solidarity Economy:
- Mr. Hassan Chouiakh was appointed Secretary General.
- Ministry of Solidarity, Social Inclusion and Family:
- Mr. Taleb Bouya Aba Hazem was appointed Inspector General.
- Mr. Taleb Bouya Aba Hazem was appointed Inspector General.
