Head of Government chairs board meeting of the National Telecommunications Regulatory Agency
On Friday, July 25, 2025, in Rabat, the Head of Government, Mr. Aziz Akhannouch, chaired the board meeting of the National Telecommunications Regulatory Agency (ANRT). The session was dedicated to reviewing the current state of the telecommunications sector and the agency’s projects and programs for the coming years.
At the start of the meeting, the Head of Government recalled Morocco’s commitment, under the enlightened leadership of His Majesty King Mohammed VI, may God assist Him, to a comprehensive and integrated digital transformation through the adoption of the "Morocco Digital 2030" strategy. He emphasized that the government considers the telecommunications sector a key pillar in improving development indicators and reducing digital and territorial disparities.
He stressed that the full generalization of the telecommunications network across all regions of the Kingdom, particularly in mountainous areas, is an urgent matter that cannot be delayed. He called on the agency to identify uncovered areas and coordinate efforts with relevant government departments and the private sector to ensure that citizens in these regions have access to quality and timely telecommunications services.
During this meeting, several key decisions were made, including the launch of a campaign to identify remote localities suffering from poor or nonexistent telecom coverage, with the aim of including them in a predefined coverage program. Another major decision was the launch of 5G technology, which is expected to enhance network performance and support Morocco’s economic and social development.
The Director General of ANRT, Mr. Azlarab Hassibi, presented a report on the progress made in coverage indicators and access rates to telecommunications services, especially in the mobile sector, which now includes 57 million subscribers.
He also highlighted developments in the Internet sector, which now serves around 40 million users, with a 90% penetration rate relative to the population—a rate far exceeding the African average of 37%. As a result, Morocco ranks first among African countries in the International Telecommunication Union’s 2025 ICT Development Index (IDI).
The Director General also reported on the update of the National Frequency Plan (PNF) to align with technological and socio-economic advancements in the Kingdom. He highlighted ongoing structural projects related to expanding high-speed internet and fiber optic networks.
Additionally, he stated that the rollout of 5G technology will involve total investments of 80 billion dirhams, enabling the coverage of several cities by the end of 2025. By 2030, 5G connectivity is expected to reach 85% of the population.
