The Head of Government Chairs the First Board of Directors of the Territorial Health Group of the Fès–Meknès Region
The Head of Government, Mr. Aziz Akhannouch, chaired, on Tuesday, June 9, 2026, in Fès, the proceedings of the first Board of Directors of the Territorial Health Group (GST) of the Fès-Meknès Region. This meeting comes as part of the ongoing rollout of the Territorial Health Groups project, in implementation of the High Royal Directives aimed at executing a deep and comprehensive reform of the national health system.
At the beginning of this meeting, the Head of Government stressed that the implementation of the Territorial Health Group of the Fès-Meknès Region constitutes an important step toward anchoring a regional health governance of greater proximity and efficiency. This will contribute to improving the quality of healthcare services and bringing them closer to citizens, while strengthening coordination among the various health establishments across the Region, in line with the Royal Vision for the reform and upgrading of the national health system.
The Head of Government noted that the Fès-Meknès Region holds particular importance within the national health system, with a population of 4.5 million people, representing approximately 12% of the national population, and a significant rural presence that accounts for about 36% of the Region's inhabitants. This makes the proximity of healthcare services and the consolidation of spatial equity in access to care major challenges for this project in the Region.
The Head of Government also called upon the various stakeholders and concerned parties to redouble their efforts and accelerate the pace of construction and upgrading projects for provincial and regional hospitals in the Fès-Meknès Region. These projects, included in the emergency plan, aim to reinforce the healthcare offering and bring health services closer to the citizens.
The Fès-Meknès Region boasts a significant healthcare offering, with 427 establishments providing primary healthcare and proximity services. The Region also possesses a hospital network comprising 5 university hospital establishments and 14 regional, provincial, and proximity hospital institutions, led by the Hassan II University Hospital Center of Fès.
During this Board meeting, the Director General of the GST of the Fès-Meknès Region presented the group's action plan and its draft budget for the 2026 fiscal year, as well as the proposed organizational chart and a series of draft resolutions, which were debated and adopted.
This meeting provided an opportunity to emphasize the importance of organizing care pathways within the Region, strengthening complementarity between primary healthcare and hospitals, and improving patient referral across the different levels of care. This will help alleviate the pressure experienced by certain health establishments and improve the reception and admission conditions for patients.
In this regard, the Territorial Health Group plays a central role in coordinating the regional healthcare offering, monitoring the needs of health establishments, and optimizing the utilization of available human resources and equipment, within an approach based on proximity, efficiency, and spatial equity.
Furthermore, emphasis was placed on the importance of continuing the projects to upgrade health infrastructure, developing the digital transition, and strengthening monitoring and evaluation mechanisms, in consistency with the objectives of the national health system reform and in phase with the expectations of the population in the Fès-Meknès Region.
The Board also highlighted the importance of developing and implementing the Regional Medical Program, as a structuring tool to adapt the care offering to the specificities of the region, reinforce the complementarity of care, and improve the continuity, quality, and accessibility of health services.
In addition, the meeting reaffirmed that the human element remains the main lever for the success of this transformation, through the continuous training and mobilization of health professionals and the improvement of skills management within the Region, so as to meet the needs of health establishments and contribute to the continuity and quality of care services.
Taking part in this meeting were the Minister of Health and Social Protection, the Minister of Higher Education, Scientific Research and Innovation, the Minister Delegate in charge of the National Defense Administration, the Wali of the Fès-Meknès Region, the President of the Fès-Meknès Regional Council, and the Director General of the Territorial Health Group of the Fès-Meknès Region.
