The Head of Government Chairs the First Board Meeting of the Territorial Health Group for the Tanger – Tetouan – Al Hoceima Region
On Monday, July 28, 2025, the Head of Government, Mr. Aziz Akhannouch, chaired the inaugural Board of Directors meeting of the Territorial Health Group (Groupement Sanitaire Territorial) for the Tanger – Tetouan – Al Hoceima Region at the Mohammed VI University Hospital Center in Tangier. This region has been designated as the first pilot zone for launching Health Groupings, in line with the High Directives of His Majesty King Mohammed VI, may God assist Him, aimed at carrying out a profound and radical reform of the national health system as part of the broader project for the generalization of social protection.
This meeting provided an opportunity to examine the organizational foundations of this territorial health group, as well as its action plan for the coming years. The Board approved the group’s organizational and financial projects, including the 2025 action plan and budget, along with the group’s proposed organizational chart.
At the beginning of the session, the Head of Government emphasized that the creation of Territorial Health Groups is a key pillar in the implementation of the new vision for the healthcare sector. This is being achieved by reorganizing the healthcare service offering under a single regional entity, in order to ensure complementarity across different levels of care—from primary health centers to university hospitals.
The Head of Government also highlighted the special importance the government places on this reform initiative, in alignment with the Royal Directives, stressing the government's commitment to supporting this transformation by strengthening the governance of the health system, upgrading infrastructure, and enhancing the value of human resources.
The meeting also underscored that this new model reflects the national will to build a modern, equitable, and integrated healthcare system that delivers comprehensive care services, addresses regional disparities, streamlines care pathways, and strengthens the principles of proximity, quality, and efficiency in public health services.
The Tanger – Tetouan – Al Hoceima Region is expected to serve as a reference model for expanding this initiative to other regions of the Kingdom, following a gradual approach based on continuous evaluation and adjustment, with the aim of establishing a more equitable and efficient national health system that meets the expectations of Moroccan citizens.
Participants in the meeting included the Minister of Health and Social Protection; the Minister of Economic Inclusion, Small Business, Employment and Skills; the High Commissioner for Planning; the Wali (Governor) of the Tanger – Tetouan – Al Hoceima Region; the President of the Regional Council; the Director General of the Territorial Health Group; and members of the Board of Directors.
