The Head of Government, Mr. Aziz Akhannouch, received on Tuesday, December 23, 2025, the President of the National Financial Intelligence Authority (ANRF), Mr. Jawhar Nafissi. The latter presented the Authority's annual report for the year 2024, in accordance with the provisions of Law No. 43-05 relating to the fight against money laundering, as amended and supplemented.
During this audience, the President of the ANRF presented the Authority's main achievements for 2024, which primarily involved the completion of the comprehensive alignment of the national AML/CFT (Anti-Money Laundering and Countering the Financing of Terrorism) system with the international standards of the Financial Action Task Force (FATF).
Furthermore, the year 2024 was marked by the adoption of the third National Risk Assessment (NRA) report on money laundering and terrorist financing, developed in coordination with all relevant national partners. This report aims to identify risks related to money laundering, terrorist financing, and the proliferation of weapons, to mitigate their impact, and to continue strengthening the understanding of emerging risks among various stakeholders in both the public and private sectors.
In the same vein, and as part of a proactive approach, a comprehensive action plan was launched to prepare for the third cycle of the mutual evaluation process of the national system, to which Morocco will be subject starting in November 2026.
The report also highlights the measures taken to upgrade the national legal framework through the drafting of several bills in coordination with the relevant sectors. These include a draft law aimed at a comprehensive overhaul of Law No. 43-05 relating to AML and a draft law relating to crypto-assets.
On the operational level, the report emphasizes the upward trend in the Authority's activity indicators during 2024, regarding suspicious activity reports submitted, information requests received at both national and international levels, and referrals to the competent judicial authorities.
At the international level, the report outlines cooperation efforts with specialized regional and international organizations and bodies, aimed at strengthening the position of the Kingdom of Morocco and honoring its international commitments in the field of AML/CFT.
Finally, the meeting served as an occasion to emphasize the need to continue efforts to ensure the success of the upcoming mutual evaluation cycle. This involves accelerating the adoption and publication of the legal texts necessary to upgrade the national system, as well as strengthening coordination among all stakeholders to improve effectiveness in the face of current and future challenges.
