Rabat, Wednesday, January 7, 2026 – The Head of Government, Mr. Aziz Akhannouch, presided today in Rabat over a meeting of the steering committee in charge of the reform of the national health system. The meeting was dedicated to monitoring the implementation of the various components of this strategic project, which enjoys High Royal Solicitude and constitutes one of the pillars of the major structural reforms currently underway in the Kingdom.
At the beginning of the meeting, the Head of Government affirmed that the government is continuing its total mobilization, in harmony with the High Royal Orientations, to lay the foundations of an integrated, equitable, and efficient health system that places the citizen's health at the heart of its priorities.
The Head of Government emphasized the vital importance of the involvement of all stakeholders at both central and regional levels to ensure the successful implementation of the Territorial Health Groups (GST). He described these groups as a pivot mechanism to promote the national health system and provide practical, sustainable solutions to the structural constraints facing the sector.
In this regard, he noted that the regional dimension is a deep-seated government conviction aimed at strengthening governance within the health sector and guaranteeing functional complementarity and institutional harmony between different health structures within each region.
The Head of Government also called for accelerating the pace of implementation for large-scale health projects, led by the construction of University Hospital Centers (CHUs).
During the meeting, progress was monitored regarding the preliminary conditions necessary for the implementation of the eleven (11) GSTs, for which the effective commissioning decrees were adopted by the Government Council in December 2025.
Discussions covered various organizational and institutional measures to enable the launch of the GSTs, in association with social partners, with a view to preparing the board of directors' meetings for these groups before the effective transition to the implementation stage.
The GSTs will allow for the development of integrated regional medical programs that take territorial specificities into account. They will also contribute to strengthening and diversifying the healthcare offer and improving the organization of the patient care pathway, which will have a direct impact on the quality of services provided to citizens.
Furthermore, the meeting provided an opportunity to review the progress of the plan to uniformize the information system of health establishments across the Kingdom's regions. This was in addition to monitoring the emergency program for the reform of the health system, which is based on ten major projects designed to improve the quality of health services in the short term and restore confidence in public health establishments.
The Committee also examined the progress of upgrading projects for health facilities. The two University Hospital Centers in Laayoune and Rabat are expected to be ready during the current year. Meanwhile, work on ten other projects is scheduled for completion in February 2026, providing an additional capacity of 1,430 beds. Work on another ten projects will be completed by the end of 2026, adding a further 1,637 beds.
Regarding the upgrading of local health centers at the national level, the project's completion rate has reached 81%, following the modernization of 1,130 health centers. The goal is to finish work on 1,400 centers by the end of this month (January).
The second phase of this program will be launched this year, focusing on the upgrading of 1,600 local health centers, with work expected to be completed on 500 centers during the course of the year.
The meeting was attended by Mr. Abdelouafi Laftit, Minister of the Interior; Mr. Amine Tehraoui, Minister of Health and Social Protection; Mr. Azzedine El Midaoui, Minister of Higher Education, Scientific Research and Innovation; Mr. Fouzi Lekjaa, Minister Delegate to the Minister of Economy and Finance, in charge of the Budget; as well as representatives from the General Secretariat of the Government and Mr. Hassan Boubrik, Director General of the National Social Security Fund (CNSS).
