The Head of Government, Mr. Aziz Akhannouch, chaired a meeting on Friday, April 10, 2026, dedicated to monitoring the implementation of the employment sector roadmap. This meeting provided an opportunity to review the progress made at the sectoral level regarding the creation of opportunities in the labor market.
This meeting was an opportunity to note the significant improvement recorded in the Kingdom's labor market, supported by positive indicators. The national economy has thus seen the creation of 850,000 jobs in non-agricultural sectors, with an annual average of 170,000 jobs created over the 2021–2025 period.
Should the momentum recorded in 2025—marked by the creation of 233,000 jobs—continue, it is expected that more than 1 million jobs will be created by the end of 2026, not taking into account the jobs lost in the agricultural sector due to the drought.
During this meeting, the relevant departments presented the progress made in implementing the various programs related to the employment sector roadmap, particularly in the agriculture and tourism sectors. Agricultural activities have experienced a dynamic trend during the current season, marked by the creation of 365 million working days, an increase of 7% compared to the previous season. For its part, the tourism sector recorded results exceeding the forecasts for 2026, with the creation of 92,000 jobs instead of the anticipated 80,000.
Regarding the support scheme dedicated to MSMEs (Micro, Small, and Medium-sized Enterprises), 170 project applications were submitted, primarily in the industry, hospitality, and catering sectors. A total of 21 projects were approved, representing investments of 312 million dirhams, to which 49 million dirhams were allocated as part of project support.
The meeting also provided an opportunity to examine measures aimed at ensuring favorable conditions for the contribution of MSMEs in the equipment and housing sectors to boost employment at the territorial level, as well as facilitating these enterprises' access to public procurement.
Furthermore, the meeting addressed the expansion of employment promotion programs to new sectors for the benefit of young people without diplomas, through the "Idmaj" and "Tahfiz" programs. This is in addition to the launch of the "Tadarouj" program, which aims to generalize apprenticeship training across various productive and service sectors, in order to place 100,000 trainees annually at the heart of the economic and social transformation the Kingdom is undergoing.
The meeting also highlighted government measures aimed at combating school dropout rates and reducing the number of out-of-school students, through the strengthening of excellence middle schools and the expansion of the second-chance school concept.
Within the framework of the nursery program, the meeting noted the creation of 40 pilot nurseries, to which 20 additional nurseries will be added. This program aims to overcome the obstacles related to women's access to the labor market and allow working women to balance their professional commitments and family responsibilities.
Based on these positive indicators, the Head of Government noted that the implementation of the programs adopted under the employment sector roadmap is on the right track. He called on the various departments to focus on convergence and ensure the acceleration of the programs' implementation pace, in accordance with the set objectives and established timelines, particularly for programs dedicated to youth, women, and MSMEs in rural areas.
