The Head of Government, Mr. Aziz Akhannouch, chaired a meeting of the Steering Committee for the Reform of the National Health System on Tuesday, April 14, 2026, in Rabat. The meeting was dedicated to monitoring the implementation of the various structural projects of this strategic reform, in accordance with the High Royal Directives aimed at establishing a high-performing, sustainable, and equitable health system that guarantees fair access to quality healthcare for all citizens.
At the opening of the meeting, the Head of Government recalled the forward-looking Royal vision, which establishes the Territorial Health Groupings (GST) as a central lever to ensure the integration of the different levels of care and to materialize the regionalization of the health system. In this regard, he called for the mobilization of all relevant departments to accelerate the operationalization of these groupings, following the appointment by His Majesty the King, may God assist Him, of five Directors General to head them.
Furthermore, the Head of Government praised the smooth progress of the rehabilitation program for primary healthcare facilities, particularly following the successful upgrading of 1,400 health centers and the launch of the program's second phase. He highlighted the Government's sustained efforts to consolidate the foundations of an efficient and equitable health system that places the citizen at the core of its priorities.
On this occasion, the Committee reviewed the progress of the structural projects, notably the deployment of the Territorial Health Groupings, which has seen a positive dynamic in the first pilot region of Tangier-Tetouan-Al Hoceima. This momentum is reflected in an increase in the number of patients receiving care, the strengthening of medical staff, and improved coordination among healthcare facilities at the regional level.
Regarding healthcare infrastructure, the Committee took note of the progress of hospital projects, emphasizing the need to accelerate the execution of major structural projects. The year 2026 is expected to be marked by the completion of 15 hospital projects across various regions of the Kingdom, which will bolster the healthcare offering with approximately 3,000 additional beds, as part of the ongoing consolidation of territorial equity.
In addition, the construction program for six University Hospital Centers (CHU), which mobilizes a total investment of over 20.6 billion dirhams for a capacity of nearly 3,807 beds, is ongoing. In this regard, the Mohammed VI University Hospital Center in Agadir stands as an advanced model of a new-generation hospital facility, equipped with state-of-the-art technology.
At the primary healthcare level, the Committee noted the progress of the rehabilitation program for 1,600 new health centers, with a total budget of approximately 6 billion dirhams. The first phase includes the scheduling of 500 centers for the year 2026, thereby contributing to the enhancement of local proximity services and the consolidation of territorial equity, particularly in rural and remote areas.
In terms of digital transformation, significant progress has been made across several structural projects. The data completion rate for the health map project has reached approximately 95%, while an integrated national digital platform consolidating data from both the public and private sectors has been finalized. The launch of its final phase is scheduled shortly, prior to being shared with all stakeholders, in order to strengthen the governance of the health system and optimize resource allocation.
The Committee also reviewed the progress of the shared medical record and electronic care sheet projects, highlighting the completion of technical developments and preparations for a gradual rollout starting in 2026. These systems aim to improve the continuity of care, enhance the coordination of patient care pathways, and simplify procedures within a secure and integrated digital ecosystem.
Furthermore, advancements were noted in the development of the urgent medical assistance system (SAMU), based on the regional model established in the Rabat-Salé-Kénitra region. This model is intended to be gradually expanded to all Territorial Health Groupings to improve response times and the quality of emergency medical care.
In the same context, the "Chikaya Santé" (Health Complaints) digital platform has been upgraded through the implementation of an integrated national system for managing user complaints. This is supported by a national call center and advanced digital tools that enable the effective tracking of grievances. Concurrently, progress has been made in the digitalization of the Moroccan Agency for Medicines and Health Products, notably through the launch of the initial components of the unified digital single window, aimed at enhancing transparency and improving the management of procedures related to health products.
