As part of the constant concern to preserve the purchasing power of citizens, to ensure the normal and transparent functioning of the markets dedicated to the sale of Eid sacrificial animals, and in order to strengthen the principles of free and fair competition, based on the legal and regulatory provisions in force, the Head of Government, Mr. Aziz Akhannouch, has issued a decision establishing temporary measures aimed at organizing the marketing and sales operations for sacrificial animals on the occasion of the blessed Eid Al-Adha for the Hijri year 1447 / 2026. This is done to avoid any unjustified increase in the prices of sacrificial animals.
This decision comes in accordance with the provisions of Organic Law No. 113.14 relating to communes, Law No. 104.12 relating to freedom of prices and competition, as well as the related implementing texts, and following consultation with the Competition Council. The aim is to address any practices likely to undermine the rules of legitimate competition or disrupt the natural balance of the markets.
In this context, a set of organizational and preventive measures has been stipulated to guarantee the transparency of commercial transactions within the markets for the sale of sacrificial animals, and to curb all forms of speculation, monopoly, and illegal practices.
These measures include in particular:

  • Restricting the sale of Eid sacrificial animals to dedicated and legally authorized markets, with the exception of direct sales, including sales within farms, in accordance with the regulations in force.
  • The obligation for sellers to declare their identity in advance to local administrative authorities, as well as the number of animals offered for sale and their origin, prior to accessing the markets.
  • The prohibition of purchasing sacrificial animals within the markets for the purpose of reselling them, due to the infringement this causes to the principles of fair competition.
  • The prohibition of all forms of manipulation or artificial influence on prices, including fictitious bidding or implicit or explicit agreements aimed at inflating prices.
  • The prohibition of storing sacrificial animals outside of the usual commercial channels with the aim of creating an artificial scarcity or provoking a price increase.

The decision also outlines the implementation of strict coercive measures against violators, who will be subject to imprisonment and financial fines as stipulated by the legislation in force. This is in addition to the possibility of temporarily closing violating points of sale, and the seizure of the sacrificial animals and equipment used in committing the infractions, in accordance with the prerogatives conferred upon the competent authorities. Public authorities will ensure the strict and fair application of these measures.
We also call upon all professionals, actors, and stakeholders in the marketing chain for Eid sacrificial animals to demonstrate responsibility and abide by the laws and regulatory provisions in force, in order to guarantee consumer protection, preserve the transparency of transactions, and ensure the proper supply of markets under suitable conditions.
